(1) Each primary school has one administrative team consisting of staff who perform clerical work, accounting, cashier tasks, school health services, and other tasks.
The administrative team has a team leader and a deputy leader as regulated.
(2) The administrative team has the following duties:
- Based on the school's educational plan, develop the team's activity plan by week, month, and academic year to serve the implementation of the school's teaching and education program and plan.
- Assist the principal in performing clerical work, managing financial assets in the school, and accounting and statistical accounting as per policies.
- Participate in professional and service training according to the team and school plan.
- Participate in assessing and grading public employees and workers; introduce team leader and deputy leader.
- Manage and archive school documents.
- Perform other duties as assigned by the principal.

- Manage, admit students, approve student transfers; decide on discipline and rewards for students; approve student assessment results, and the list of students promoted or retained; organize exams to recognize the completion of the primary program for students in the school and other subjects within the school's jurisdiction.
- Organize the implementation of the primary general education program according to the Ministry of Education and Training regulations; the textbooks and local education content as decided by the provincial People's Committee; manage, use, and choose reference publications used in the school according to the Ministry of Education and Training's regulations.
- Participate in activities with professional teams; self-study, and self-train to improve professional expertise and management capacity; attend political, professional, and management training classes; participate in teaching according to the teaching-hour standards for principals.
- Manage administration; manage and self-determine the use of financial resources and assets of the school according to regulations.
- Organize the implementation of grassroots democracy regulations; perform educational socialization, coordinate, and mobilize social forces to participate in educational activities, and promote the school's role toward the community.
