Vietnam: How is university training program formed?
What are the regulations on the formation of training programs at universities in Vietnam?
Based on Clause 1, Article 2 of the Regulation on undergraduate training issued together with Circular 08/2021/TT-BGDDT, the formation of the university training program is as follows:
Training program and study duration
1. The training program is constructed based on credits, structured from subjects or modules (hereinafter collectively referred to as modules), in which there must be enough compulsory modules and meet the current training program standards of the Ministry of Education and Training. In the case of dual major or major-minor training, the training program must clearly show the combined and separate study load for each major.
2. The content, learning outcomes of the training program apply uniformly to different forms of training and types of learners. For those who have graduated with different qualifications or majors, the actual study load is determined based on the recognition, or conversion of accumulated credits and module exemptions in the previous training program.
3. The training program must be made public to learners before enrollment and at the beginning of the course; changes and adjustments related to the training program must be carried out according to current regulations and announced before application, not causing adverse impacts on students.
4. For each form of training, the training program needs to provide a standard full-course study plan to guide students.
a) The duration of the standard full-course study plan for formal training must comply with the duration stipulated in the National Education System Framework, ensuring that most students complete the training program;
b) The duration of the standard full-course study plan for work-study training is at least 20% longer than that of the equivalent formal training program.
5. The maximum duration for students to complete the course is stipulated in the regulations of the training institution but does not exceed 02 times the duration of the standard full-course study plan for each form of training. For transfer students who have been exempted from accumulated credits, the maximum duration for students to complete the course is determined based on the duration of the standard full-course study plan reduced correspondingly with the exempted study load.
Thus, it can be seen that the training program of the university is constructed based on credits, structured from subjects or modules (hereinafter collectively referred to as modules).
In addition, the university's training program must have enough compulsory modules and meet the current training program standards of the Ministry of Education and Training.

How many forms of training are there at the university in Vietnam?
Based on Article 4 of the Regulation on undergraduate training issued together with Circular 08/2021/TT-BGDDT, it is stipulated as follows:
Forms of training
1. Formal training:
a) Teaching activities are conducted at the training institution, while practical, internship, real-world experience, and online teaching activities can be conducted outside the training institution;
b) Teaching activities are organized from 06:00 to 20:00 on weekdays from Monday to Saturday; teaching activities of a specific nature of the training program are organized according to the regulations of the training institution.
2. Work-study training:
a) Teaching activities are conducted at the training institution or at the coordinating training institution as per the training collaboration regulations in Article 5 of this Regulation, while practical, internship, real-world experience, and online teaching activities can be conducted outside the training institution or the coordinating training institution;
b) Teaching activities are organized flexibly within the day and week.
3. For prioritized training majors serving human resource development needs in different stages, the Ministry of Education and Training shall provide guidance to implement appropriate training forms.
Thus, according to the aforementioned regulations, the university has two basic forms of training: Formal Training and Work-Study Training.

What must a university ensure when engaging in training collaboration in Vietnam?
Based on Article 5 of the Regulation on undergraduate training issued together with Circular 08/2021/TT-BGDDT, the university engaging in training collaboration must ensure the following regulations:
- Minimum requirements for the hosting training institution:
+ It has been recognized as meeting the quality standards of higher education institutions by a legitimate education quality accreditation organization and remains valid according to regulations;
+ The training program planned for collaborative training has been implemented for at least 03 continuous regular courses; from the 2024 enrollment year onwards, the training program must be recognized as meeting quality standards according to current regulations;
+ Ensures that the core teaching staff covers at least 70% of the content and volume of the training program;
+ It has issued collaboration regulations and assessed the quality assurance conditions of the coordinating training institution;
+ Training institutions under the Ministry of Defense, Ministry of Public Security can only collaborate with educational institutions under the same directly managing ministry and must have the collaboration assignment document from the directly managing ministry.
- Minimum requirements for the coordinating training institution:
+ Meets the requirements for an educational environment, infrastructure, equipment, library, and management staff according to the training program's requirements;
+ It has submitted a self-evaluation quality report to the competent state authority according to regulations; from the 2024 enrollment year onwards, it must be recognized as meeting the quality standards of educational institutions according to current regulations, except for training and retraining institutions under the Ministry of Defense, Ministry of Public Security.
- Furthermore, the responsibilities of the parties involved in the training collaboration include:
+ The hosting training institution and the coordinating training institution are responsible for signing a training collaboration contract, which specifically agrees on the rights and responsibilities of each party in organizing and managing the training process to ensure the quality of training and implementing the agreed content in accordance with this Regulation and other relevant legal provisions;
+ The hosting training institution is responsible for managing the training quality; reporting training collaboration activities to the provincial People's Committee where the training collaboration takes place before organizing enrollment; if the coordinating training institution fails to meet the quality assurance requirements for the module or the training program, students must be transferred back to the hosting training institution to continue their education according to regulations, ensuring the rights of the students;
+ The coordinating training institution is responsible for ensuring sufficient infrastructure conditions for training; participating in management and teaching as agreed upon with the hosting training institution;
+ The hosting training institution and the coordinating training institution are responsible under the law for implementing the training collaboration contract; implementing the admission and training regulations; ensuring legitimate rights for instructors and students throughout the training process.
Thus, a university engaging in training collaboration must ensure the aforementioned requirements for both the collaborative parties.
