Vietnam: In the management file system of educational activities, how is the teaching plan of the secondary school teacher understood?

How is the lesson plan of secondary school teachers understood?

According to Article 21 of the lower secondary school, upper secondary school and multi-level school charter issued together with Circular 32/2020/TT-BGDDT of the Ministry of Education and Training of Vietnam:

Documents for management of education provision

Documents for management of education provision by secondary schools include:

1. For secondary schools:

a) Student records

b) School report books

c) Student progress monitoring and assessment books (by class)

d) Documents on education provided for students with disabilities (if any)

dd) Education plans of each school (by academic year).

e) Lesson start record books

g) Books for management of degree/certificate conferral

h) Books for management of documents and official dispatches sent and received, and archived documents and official dispatches sent and received

i) Documents on educational equipment and library management

k) Finance and property management documents

l) Documents on inspection and assessment of officials, teachers and staff

m) Student health monitoring documents

n) Student reward and discipline documents

o) Documents on universalization of education (for lower secondary level)

2. For specialized teams:

a) Education plan of each team (by academic year).

b) Meeting record books

3. For teachers:

a) Education plan of each teacher (by academic year).

b) Lesson plans

c) Student progress monitoring and assessment books

d) Homeroom teacher books (for homeroom teachers)

In accordance with the above regulations, the system of documents managing educational activities in schools for teachers will include:

{1} Teacher’s educational plan (per academic year).

{2} Teaching plan (teaching lesson plan).

{3} Student tracking and assessment log.

{4} Homeroom teacher’s log (for teachers assigned as class homeroom teachers).

Thus, according to the above regulations, a lesson plan is the teaching plan of a teacher at a secondary school. At the same time, this lesson plan is one of the four types of documents for teachers in the system of documents managing educational activities at the school.

What is the template for a lesson plan for teachers at secondary schools like?

According to Official Dispatch 5512/BGDDT-GDTrH in 2020, guidance on the teacher’s educational plan and teaching plan (lesson plan) is as follows:

- Based on the teaching plans of the specialized groups, teachers assigned to teach subjects in various grade levels will develop their educational plan for the academic year (as per the Teacher's Education Plan Framework in Appendix 3 Download); based on that, they prepare the lesson plans (as per the Lesson Plan Framework in Appendix 4 Download) to organize teaching.

- Students are not required to have mobile phones for learning purposes. The permission for students to use mobile phones in class to support learning is decided by the teacher directly teaching the subject; teachers will specifically guide this in the activities designed in the lesson plan to ensure that mobile phone usage does not require all students to have a phone and is appropriate to the learning content.

- Teachers must clearly inform students that mobile phones are to be used solely as a learning aid. Teachers should also specify the actions students are prohibited from performing with phones in class, during lessons.

- Regular assessment will be performed during the organization of learning activities as designed in the lesson plan through various forms: Q&A, writing, practice, experiments, presentations, and learning products.

- For each form of assessment, students must be informed in advance about the evaluation criteria and provided guidance for self-study; emphasis should be placed on evaluation through feedback on the process and the performance of students based on the requirements of questions, exercises, practical assignments, experiments, presentations, and learning products as specified in the lesson plan.

How is the duration of retention for the lesson plans of secondary school teachers regulated?

According to Clause 2, Article 3 of Circular 27/2016/TT-BGDDT of the Ministry of Education and Training of Vietnam, the regulation is as follows:

2. The mandatory duration of retention of an education document means the necessary period of time over which the document has to be retained from the year in which the work is finished. Two types of document retention:

a) Permanent retention: Documents are retained until they are so badly decompose that cannot be recovered;

b) Limited-term retention: Documents are retained for certain years or a certain period of time.

3. Mandatory durations of retention of various categories of education documents are specified in the Education Document Retention Table enclosed herewith.

Thus, the retention period for lesson plans is the retention period for files and professional documents in the education sector, which is the necessary time to keep the files and documents counted from the year the work concluded.
