2. Developing subject teaching plans and educational activities

Based on the subject/educational activity program, the school's educational plan, textbooks, and related teaching materials, the specialized team develops the plan to implement the content of the subject/educational activity program on a weekly and semester basis during the school year. The head of the specialized team submits the plan to the Principal for approval.

How many members should the specialized team of a primary school have?

According to Article 14 of the Primary School Charter issued together with Circular 28/2020/TT-BGDDT of the Ministry of Education and Training of Vietnam:

Specialized team

1. The specialized team includes teachers by grade level or subject; staff working in library, educational equipment, information technology, special education support, and school counseling. Each team has at least 03 members; the specialized team has a leader, and if there are 07 or more members, it also has a deputy leader.

2. The specialized team has the following duties:

a) Participate in the development of the school's educational plan.

b) Based on the school's educational plan, develop and justify the teaching plans for subjects per the primary education curriculum requirements of the team on a weekly, monthly, semester, and annual basis.

c) Implement the school's professional activities plan, autonomously and flexibly.

d) Propose to the principal the assignment of teachers and homeroom teachers annually.

đ) Organize teachers to select textbooks according to the regulations of the Ministry of Education and Training and the Provincial People's Committee. Propose reference publications for selection and use in the school according to regulations.

e) Participate in evaluating and grading teachers as per the Professional Teacher Standards; participate in evaluating the principal and vice-principal according to the Principal Standards.

3. The specialized team meets at least once every two weeks to carry out the duties in a spirit of building a friendly, positive environment and self-study to improve professional levels and capacity.

Each specialized team of a primary school has at least 03 members.

In addition, the specialized team has a leader, and if there are 07 or more members, it also has a deputy leader.

Develop strategies and plans for school development; formulate and organize the implementation of teaching and educational plans; report, evaluate the results before the School Council and competent authorities.

Establish the specialized teams, the office team, and the commendation and disciplinary councils; advisory councils in the school; appoint team leaders and deputy team leaders; assign teachers to be in charge of Ho Chi Minh Young Pioneer Team.

Perform the work of managing staff, teachers, and employees according to the legal provisions and the guidance of the education management agency; create capacity development plans for teachers and staff; encourage and create conditions for teachers and staff to participate in educational innovation activities; evaluate and grade teachers and staff according to the regulations of the Ministry of Education and Training; participate in the recruitment, transfer, arrangement of teachers; organize steps to nominate personnel for the competent authority to appoint vice principals.

Manage, admit students, allow students to transfer; decide on discipline and commendation for students; approve the assessment results of students, class promotion, repeat; organize tests to recognize the completion of primary education for students in the school and others within the school's responsibility area.

Implement the primary school curriculum as per the Ministry of Education and Training's regulations; textbooks, local educational content as per the Provincial People's Committee's decisions. Manage, use, and select reference publications for use within the school according to the Ministry of Education and Training's regulations.

Participate in meetings with the specialized team ; self-study and self-improve to enhance professional competence and management abilities. Attend training classes on political, professional, and management skills; participate in teaching according to the specified teaching periods for principals.

The specialized team in the primary school is established by the principal of the primary school with the authority. Additionally, the principal will also participate in meetings with the specialized team.
