Do teachers participate in the Excellent Teacher Contest in Vietnam on a voluntary or mandatory basis?

Under Clause 2, Article 2 of the Regulations on the Contest for excellent teachers at preschool education institutions; excellent teachers, and excellent homeroom teachers at general education institutions issued together with Circular 22/2019/TT-BGDDT, the regulations are as follows:

2. Principles of the Contest:

a) Based on the voluntary participation of teachers; no coercion, no pressure on teachers to participate in the contest;

b) Ensure honesty, democracy, transparency, fairness, objectivity, and substantive assurance;

c) Ensure the conformity with state policies, laws, and regulations of the sector.

Thus, according to the above regulations, teachers will voluntarily participate in the Excellent Teacher Contest and no pressure is placed on teachers to participate in the contest. Teachers are not required to participate in the Excellent Teacher Contests at various levels.

Who is eligible to participate in the Excellent Teacher Contest in Vietnam?

Under the regulations in Article 3 of the Regulations on the Contest for excellent teachers at preschool education institutions; excellent teachers, and excellent homeroom teachers at general education institutions issued together with Circular 22/2019/TT-BGDDT, the following stipulations are made:

Administrative levels of organization, cycle, and participants of the contest

1. The school-level, district-level, and provincial-level contest for excellent teachers and excellent homeroom teachers:

a) The school-level contest is organized every 2 years by the school. Participants are teachers working at the organizing school;

b) The district-level contest is organized every 2 years by the district Division of Education and Training. Participants are teachers working at preschools, primary schools, and lower secondary schools within the district (or township, provincial city) organizing the contest;

c) The provincial-level contest is organized every 4 years by the Department of Education and Training. Participants are teachers working at preschools and general education institutions within the province or municipality organizing the contest.

2. The number of teachers participating in the school, district, and provincial-level contests for excellent teachers and excellent homeroom teachers is decided by the principal of preschools, primary schools, nursery schools, and children's groups, the head of the general education institution, the head of the Division of Education and Training, and the director of the Department of Education and Training, ensuring suitability with actual conditions, facilities, and local annual budget.

3. The head of the Division of Education and Training specifies the number of preschool teachers participating in the school-level contest for independent children's groups and classes.

Thus, according to the above regulations, the eligible participants for the Excellent Teacher Contest include:

- School level: Teachers working at the school organizing the contest;

- District level: Teachers working at preschool, primary, and lower secondary education institutions in the district (township, provincial city) organizing the contest;

- Provincial level: Teachers working at preschool and general education institutions within the province, and municipality organizing the contest.

What are the required documents for participating in the Excellent Teacher Contest in Vietnam?

Under the regulations at Article 9 of the Regulations on the Contest for excellent teachers at Preschool education institutions; excellent teachers, and excellent homeroom teachers at general education institutions issued together with Circular 22/2019/TT-BGDDT, the required documents for participating in the Excellent Teacher Contest in Vietnam include:

- School level:

+ Results of professional standards (including professional assessment results and valid evidence) per point a clause 2 of Articles 6, 7, 8 of the Regulations on the Contest for excellent teachers at preschool education institutions; excellent teachers, and excellent homeroom teachers at general education institutions issued together with Circular 22/2019/TT-BGDDT;

+ Confirmation from the educational institution’s leadership with valid evidence regarding the effective application of measures in the care, nurture, and education of children; in teaching and class homeroom management that helps students make significant progress.

- District and provincial levels:

+ List of teachers registered for the district-level contest confirmed by the leadership of the preschool, primary, or lower secondary education institution; the list of teachers registered for the provincial-level contest confirmed by the head of the Division of Education and Training or the leadership of the high school under direct management.

+ Attach lists with valid evidence confirming eligibility for the contest as stipulated in Articles 6, 7, and 8 of the Regulations on the Contest for excellent teachers at preschool education institutions; excellent teachers, and excellent homeroom teachers at general education institutions issued together with Circular 22/2019/TT-BGDDT;

- Confirmation from the educational institution’s leadership with valid evidence regarding the significant progress of children or students through effective application of measures in care, nurture, and education of children; in teaching and class homeroom management.
