Types of primary schools
1. Primary schools are organized in two types: public and private.
a) Public primary schools are invested in and ensured operational conditions by the State, representing the owner's interests.
b) Private primary schools are invested in and ensured operational conditions by domestic or foreign investors.
2. Primary classes in schools with multiple educational levels, special schools consist of:
a) Primary classes in schools with multiple educational levels.
b) Primary classes in semi-boarding ethnic schools.
c) Primary classes in educational institutions for children with disabilities.
d) Primary classes in reform schools.
3. Other educational institutions implementing primary education programs: community learning centers; classes for children with difficult circumstances who cannot attend school, classes for children with disabilities.
In Article 18 of the Primary School Charter issued together with Circular 28/2020/TT-BGDDT, the use of textbooks in primary schools is regulated as follows:
Textbooks, teaching equipment, reference materials, and local educational materials
1. Primary schools use textbooks approved by the Minister of Education and Training and decided by the provincial People's Committee for use in teaching and learning activities at primary schools in the area; teachers and students use textbooks in teaching and learning activities to achieve the educational goals, content, and requirements for students' competencies and qualities as specified in the primary education program; primary schools must promptly and fully provide information about textbooks used at the school for students and their families.

Experiential Activities at the primary education level in the 2018 general education program applied from the 2020 - 2021 school year
1.1. Content of the Experiential Activities program
- The Experiential Activities program specifies three content strands for Grade 1: Activities that focus on oneself, activities directed towards society, activities directed towards nature, and four content strands for Grades 2, 3, 4, and 5: Activities that focus on oneself, activities directed towards society, activities directed towards nature, and career orientation activities.
- The 2018 general education program stipulates that local educational content is integrated into Experiential Activities, including fundamental or current issues about culture, economy, society, environment, career orientation activities, etc.
1.2. Forms, scope, and locations of organizing Experiential Activities
- Experiential Activities are conducted through four main forms: flag-raising ceremonies, class activities, theme-based educational activities, club activities, with clubs being an elective option.
- Experiential Activities are organized on a group, class, grade, or school-wide scale.
- Experiential Activities are organized both inside and outside the classroom, inside and outside the school.
