Vietnam: Are lower secondary school students who have 45 excused absences per year eligible for grade advanmcement?

The promotion to the next grade for secondary school students is very important. Therefore, attendance and ensuring satisfactory grades are factors of concern for being promoted that students need to be aware of.

Are lower secondary school students who have 45 excused absences per year eligible for grade advanmcement?

According to Article 12 of Circular 22/2021/TT-BGDDT of the Ministry of Education and Training of Vietnam, grade advancement, re-assessment during summer break, and grade retention are stipulates as follows:

Grade advancement, re-assessment during summer break, and grade retention

1. A student who meets following eligibility may advance to the next grade or be recognized as to have completed lower education program or upper education program:

a) Training results of the entire school year (including re-assessment results after training during summer break according to Article 13 hereof) are Qualified or higher.

b) Learning results of the entire school year (including re-assessment results of all subjects according to Article 14 hereof) is Qualified or higher.

c) Number of days leave does not exceed 45 half-days (calculated according to education plans which is 1 half-day for every day under formal education plan, including permitted leave, unpermitted leave, continuous leave, and intermittent leave).

2. In case a student must undergo training during summer break, comply with Article 13 hereof; students must attend re-examination or re-assessment of subjects during summer break as per Article 14 hereof.

3. A student who does not meet all eligibility under Clause 1 of this Article are not allowed to advance to the next grade or recognized as to have completed lower secondary education level or upper secondary education level.

4. For students with disabilities: Principals shall rely on assessment results of students with disabilities as per Article 11 hereof to consider grade advancement or recognition of completion of lower secondary education level or upper secondary education level.

Students who meet the following conditions are eligible for promotion or recognized for completing the lower secondary education program or upper secondary education program:

(1) The performance result for the entire school year (including the reassessment result after exercising during the summer break as specified in Article 13 of Circular 22/2021/TT-BGDDT) is rated as Satisfactory or above.

(2) The academic result for the entire school year (including the reassessment result of subjects as specified in Article 14 of Circular 22/2021/TT-BGDDT) is rated as Satisfactory or above.

(3) Absences not exceeding 45 days in a school year (calculated according to the educational plan of 01 session/day as specified in the general education program, including both excused and unexcused absences, whether continuous or non-continuous).

Secondary school students must meet all the conditions, including not exceeding 45 absences (both excused and unexcused, whether continuous or non-continuous) in a school year to be eligible for promotion.

Therefore, according to the above regulations, secondary school students who are allowed to miss 45 days of school per year will not meet the conditions for promotion.

Do secondary school students with an annual average math score below 3.5 need to retake the exam?

According to Article 14 of Circular 22/2021/TT-BGDDT, re-examination and re-assessment of subjects during summer break are prescribed as follows:

Re-examination and re-assessment of subjects during summer break

Students who are ineligible for grade advancement while obtaining Qualified training results for the entire school year and Unqualified learning results for the entire school year may receive re-assessment of learning results of subjects in which the students achieve Unqualified results (for subjects assessed via feedback) and subjects with DTBmcn less than 5.0 (for subjects assessed via both feedback and scores). Re-assessment results of a subject shall be used in place of learning results for the entire year of respective subject for considering grade advancement under Article 12 hereof.

 

Therefore, based on the above regulations, secondary school students with an annual average math score below 3.5 will be rated as Unsatisfactory and will need to retake the math exam and any subjects with an average score below 5.0.

Will outstanding secondary school students receive a certificate of achievement?

According to Article 15 of Circular 22/2021/TT-BGDDT regarding commendations:

Commendations

1. Principals shall award certificates of achievement for students

a) End-of-year commendation

- Award the title “Học sinh Xuất sắc” (Excellent student) for students who have obtained Excellent training and learning results for the entire school year and achieved DTBmcn of at least 9.0 in subjects that are assessed via both feedback and scores.

- Award the title “Học sinh Giỏi” (Good student) for students who have obtained Excellent training and learning results for the entire school year.

b) Commend students for having unexpected merits in training and learning in the school year.

2. Students with special achievements shall be considered and requested for commendation by schools.

Therefore, according to the above regulations, secondary school students with outstanding academic achievements will receive a certificate of merit at the end of the school year.

Moreover, students with special achievements will be considered by the school for a recommendation to higher authorities for awards.
