Eligibility for tuition exemption

1. Individuals mentioned under Ordinance on benefits for people with meritorious services to the revolution when studying in education institutions affiliated to national education system.

2. Preschool students and students with disabilities.

3. Preschools students and students under 16 years of age lacking any care and individuals from 16 years of age to 22 years of age and studying in formal education, the first degree of higher education and eligible for monthly social benefits according to Clause 1 and Clause 2 Article 5 of Decree No. 20/2021/ND-CP dated March 15, 2021 of the Government on social benefit policies for social protection beneficiaries. Learners in intermediate-education level or college level who are left without both parents and shelter according to Law on Vocational Education.

Which majors and specialties are eligible for a tuition reduction of 70% in Vietnam?

Under Clause 1, Article 16 of Decree 81/2021/ND-CP:

Eligibility for tuition reduction and tuition financing

1. Eligibility for a tuition reduction of 70% includes:

a) Students pursuing traditional arts and specific majors in public, private vocational education institutions and higher education institutions providing cultural - artistic training;

b) Students pursuing traditional art forms or taxing, toxic, or hazardous occupations in case of vocational education as per lists of taxing, toxic, or hazardous occupations regulated by Ministry of Labor – War Invalids and Social Affairs;

c) Kindergarten children and students who are ethnic minorities (other than very minor ethnic minorities) in hamlets with particular difficulties, communes in category III areas, ethnic regions and mountainous regions, communes with difficulties in coastal regions and islands according to regulations of competent authority.

2. Eligibility for a tuition reduction of 50% includes:

a) Kindergarten children and students who are children of officials, public officials, or workers whose parent suffers from occupational accidents or diseases and receive regular benefits;

b) Preschool students, students of formal education, learners in continuous education facilities pursuing formal education program whose parent or parents or grandparents (if living with grandparents) are near-poor households according to regulations of Prime Minister.

3. Eligibility for tuition financing: Primary education students in private education institutions in areas with insufficient number of public education institutions shall receive financing for tuition.

Thus, students studying the following majors and specialties will be eligible for a tuition reduction of 70%:

- Students pursuing traditional arts and specific majors in public, private vocational education institutions and higher education institutions providing cultural - artistic training;

- Students pursuing traditional art forms or taxing, toxic, or hazardous occupations in case of vocational education as per lists of taxing, toxic, or hazardous occupations regulated by Ministry of Labor – War Invalids and Social Affairs;

* Students who are ethnic minorities (other than very minor ethnic minorities) in hamlets with particular difficulties, communes in category III areas, ethnic regions and mountainous regions, communes with difficulties in coastal regions and islands according to regulations of competent authority will still be eligible for a tuition reduction of 70% regardless of their major.

What are the procedures for tuition exemption and reduction for students at higher education institutions in Vietnam?

According to Article 19 of Decree 81/2021/ND-CP amended and replaced by Clauses 1 and 2 of Article 5 of Decree 104/2022/ND-CP, the procedures for tuition exemption and reduction for students at higher education institutions in Vietnam are as follows:

- Application for tuition exemption or reduction;

+ For public higher education institutions: Use the form in Appendix 5 attached to Decree 81/2021/ND-CP.

+ For private higher education institutions: Use the form in Appendix 7 attached to Decree 81/2021/ND-CP.

+ A certified copy or a copy accompanied by the original for comparison or a root copy of documents proving eligibility for tuition exemption or reduction;

Birth certificate and Citizen Identity Card or Identification Card, Certificate of Residence Information or Notification of Personal Identification Number and Information in the National Population Database in case the agency or organization is unable to retrieve the citizen's residence information from the National Population Database for students who are ethnic minorities.

* In case students have Citizen Identity Cards and have been issued personal identification numbers, information on the place of permanent residence can be retrieved through the connection and sharing of population data with educational institutions, Education and Training Department, Provincial Department of Education and Training, Department of Labor, Invalids and Social Affairs, Department of Finance, then parents (or guardians) of students do not have to submit birth certificates and documents proving place of permanent residence.
