The form for transferring school for domestic primary school students is the form in Appendix 1 issued with Circular 28/2020/TT-BGDDT of the Ministry of Education and Training of Vietnam as follows:

Who has the authority to allow primary school students to transfer schools?
Based on point d, clause 1, Article 11, the regulation on primary schools issued with Circular 28/2020/TT-BGDDT stipulates the duties and powers of primary school principals as follows:

d) Duties and powers of the principal
Develop strategies and development plans for the school; create and organize the implementation of teaching and education plans; report and evaluate implementation results to the school council and competent authorities.
Establish professional groups, office groups, and reward councils; disciplinary boards, advisory boards within the school; appoint group leaders and deputy group leaders; assign teachers to be the Pioneer Youth Team leaders.
Carry out the management of staff, teachers, and employees in accordance with the law and the guidance of educational management agencies; develop capacity development plans for teachers and staff; encourage and create conditions for teachers and staff to participate in educational innovation activities; evaluate and classify teachers and staff in accordance with the regulations of the Ministry of Education and Training; participate in the recruitment, transfer, and arrangement of teachers; organize steps to introduce personnel for the appointment of vice-principals by competent authorities.
Manage, receive students, allow students to transfer schools*; decide on disciplinary actions, commend students; approve the evaluation results of students, list of students progressing to the next grade or retained; organize the assessment and recognition of primary education completion for students and other subjects in the school’s jurisdiction.*
Organize the implementation of the primary education curriculum as regulated by the Ministry of Education and Training; use textbooks, education content at the local level as decided by the provincial People's Committee. Manage, use, and select reference publications for use in the school in accordance with the regulations of the Ministry of Education and Training.

The principal of a primary school has the authority to allow primary school students to transfer schools as well as receive students transferring in.
What are the procedures for transferring schools within the country for primary school students?
Based on Article 36 of the regulation on primary schools issued with Circular 28/2020/TT-BGDDT, the procedures for transferring schools within the country for primary school students are as follows:
Step 1: Parents or guardians of the student submit a school transfer application to the school to be transferred to by direct submission, postal mail, or online submission through the Public Service Portal (if available).
Step 2: Within no more than 03 business days from the date of receiving the application, the principal of the school to which the student is transferring will give their consent to the application. If not agreed, reasons must be stated in the application and returned to the parents or guardians of the student in the manner the application was received.
Step 3: Upon receiving consent from the receiving school, the parents or guardians of the student will submit the transfer application to the school being transferred from.
Within no more than 03 business days from the date of receiving the application, the principal of the school being transferred from is responsible for issuing the student's records as specified in clause 1, Article 36 of the regulation on primary schools issued with Circular 28/2020/TT-BGDDT.
Included in the transfer documents for domestic primary school students are the following:
(1) School transfer application by the parents or guardians of the student

(3) Information about learning materials (at the current school), program progress, summary table of evaluation results in conduct and study of the student as stipulated

(4) Individual education plan for students with disabilities (if any)

Step 4: Parents or guardians of the student submit all documents in Step 3 to the school to be transferred to.
Step 5: Within no more than 03 business days from the date of receiving the complete file, the principal of the school to be transferred to organizes the exchange, survey, consultation, and placement of the student in a class.
