What are the salaries and important regulations related to the newest payroll applicable to teachers in Vietnam under Resolution 159?
On November 13, 2024, the National Assembly of Vietnam passed Resolution 159/2024/QH15 on the state budget estimate for 2025, including the following content related to the applicable statutory pay rate in 2025:
Regarding the implementation of salary policies and some social policies
1. No increase in public sector salaries, pensions, social insurance allowances, monthly allowances, or preferential allowances for people with meritorious services in 2025.
....
In 2025, public sector salaries will not be increased. I.e. the applicable statutory pay rate in 2025 will remain unchanged at 2,340,000 VND/month as per Decree 73/2024/ND-CP.
Therefore, the payroll applicable to teachers in 2025 according to Resolution 159/2024/QH15 will be as follows:

What are the working policies for general education teachers in Vietnam?
According to Article 5 on working policies for general education teachers issued with Circular 28/2009/TT-BGDDT, supplemented by Clause 3, Article 1, Circular 15/2017/TT-BGDDT, the working policies for general education teachers is as follows:
- Primary school teachers work 42 weeks per school year, including:
+ 35 weeks for teaching and educational activities according to the school year time plan.
+ 05 weeks for learning, improving knowledge and skills.
+ 01 week for preparing for the new school year.
+ 01 week for concluding the school year.
- Lower and upper secondary school teachers work 42 weeks per school year, comprising:
+ 37 weeks for teaching and educational activities according to the school year time plan.
+ 03 weeks for learning, improving knowledge and skills.
+ 01 week for preparing for the new school year.
+ 01 week for concluding the school year.
- Teachers in pre-university schools work 42 weeks per school year, consisting of:
+ 28 weeks for teaching and educational activities according to the academic year plan;
+ 12 weeks for learning, improving knowledge and skills, building materials, conducting research, and other activities according to the academic year plan;
+ 01 week for preparing for the new academic year;
+ 01 week for concluding the academic year.
What are the current teaching norms for teachers in Vietnam?
According to Article 6 on working policies for general education teachers issued with Circular 28/2009/TT-BGDDT, supplemented by Clause 5, Article 1, Circular 15/2017/TT-BGDDT, teaching norms are the number of theoretical or practical lessons each teacher has to teach per week. To be specific:
- Primary school teachers have a teaching norm of 23 teaching lessons, lower secondary school teachers have 19 lessons, upper secondary school teachers have 17 lessons;
- Teachers at boarding ethnic secondary schools have a teaching norm of 17 lessons at the lower secondary level, 15 lessons at the upper secondary level;
- Teachers at ethnic semi-boarding schools have a teaching norm of 21 lessons at the primary level, 17 lessons at the secondary level;
- Teachers at schools or classes for people with disabilities have a teaching norm of 21 lessons for the primary level, and 17 lessons for the lower secondary level.
- Teachers at pre-university schools have a teaching norm of 12 lessons.
- Teachers acting as Leaders of the Ho Chi Minh Young Pioneer Organization have different teaching norms by school classification: 2 lessons per week at Class I schools, 1/3 of the standard teaching norm at Class II schools, and 1/2 of the standard teaching norm at Class III schools, in accordance with current regulations.
