Will early admission account for under 20% of each major's targets in the enrollment for undergraduate programs in Vietnam?

In the Draft Circular on amendments to Regulations on enrollment for undergraduate programs download here, early admission accounts for under 20% of each major's targets in the enrollment for undergraduate programs in Vietnam:

The draft Regulations on enrollment for undergraduate programs for 2025 by the Ministry of Education and Training limit early admission to a maximum of 20% of the targets, causing misunderstanding that the remaining 80% must rely on graduation exam scores. However, this is a misinterpretation, as early admission is merely a phase before the general admission phase, without limiting the enrollment methods.

Universities can employ diverse methods such as academic transcripts, IELTS, SAT, or competency assessment scores throughout both admission phases. A new feature is the requirement for using second semester scores of 12th grade upon admission by academic records. I.e. universities must wait until the end of the academic year to receive applications, rather than announcing results early as before. These adjustments aim to increase fairness and transparency in enrollment for undergraduate programs.

What are the regulations on the organization of early registration and admission to undergraduate programs in Vietnam?

According to Article 18 of the Regulations on enrollment for undergraduate and college programs in Early Childhood Education issued with Circular 08/2022/TT-BGDDT, specific regulations regarding the organization of early registration and admission to undergraduate programs in Vietnam are as follows:

[1] Training institutions have plans for early admission using certain methods, allowing candidates to register via online forms or directly at the training institutions.

[2] Training institutions conduct enrollment for undergraduate programs for candidates who have completed the necessary procedures but are not allowed to request candidates to confirm their enrollment earlier than the general schedule. Institutions must release and upload the list of candidates eligible for admission (excluding the condition of high school graduation) onto the system for aspiration processing along with other enrollment methods according to the general schedule, to be completed before candidates register for admission on the system.

[3] Candidates who have already applied to a training institution through the early admission plan must continue to register their aspirations on the system according to the general plan of the Ministry of Education and Training.

- If a candidate has been informed by the training institution that they meet the conditions for admission (excluding high school graduation conditions) for a certain aspiration, the candidate independently decides on the priority order of aspirations when registering on the system (depending on whether the candidate wants to be recognized for that admission aspiration or explore other opportunities).

- Where the conditions for admission to a desired major are not met, the candidate can continue to register for that major by other enrollment methods on the system.

What is the schedule for registration for admission to undergraduate programs for 2025 in Vietnam and important notes?

According to the Ministry of Education and Training, the registration for admission to undergraduate programs in 2025 will be conducted via a centralized support system for all enrollment methods, applicable to the first phase of full-time training. Candidates will register after receiving the exam results and high school graduation admission, ensuring full and accurate data.

During the registration process, candidates will express their aspirations by arranging the order of priority (aspiration 1 being the highest), selecting the training institution (institution code), and the major or group of majors (admission code). After completing the registration, the institutions will download the data from the system to proceed with enrollment for undergraduate programs.

Compared to the current regulations in Circular 08/2022/TT-BGDĐT, the registration period in 2025 is proposed to start after receiving the high school graduation exam results, instead of right after the exam. This adjustment does not change the admission process but helps ensure fairness and accuracy, as well as reduces pressure on candidates.

This change reflects the efforts of the Ministry in improving the enrollment process, aiming for greater transparency and convenience for all participants.

What are the procedures for registration for admission to undergraduate programs on the system according to the General Plan in Vietnam?

According to Article 19 of the Regulations on enrollment for undergraduate and college programs in Early Childhood Education issued with Circular 08/2022/TT-BGDDT, specific provisions regarding registration on the system according to the general plan are as follows:

[1] The Ministry of Education and Training organizes the registration for the first phase of full-time training for all enrollment methods of the training institutions. The registration period starts after the high school graduation exam and concludes after the results of the exam and graduation admission are available.

[2] Candidates applying for the first phase of full-time training (including those who have pre-applied according to the early admission plan of an institution) register for enrollment for undergraduate programs on the system (through the Ministry of Education and Training's Enrollment Portal or the National Public Service Portal) according to the general plan and guidelines of the Ministry of Education and Training.

[3] Candidates are allowed to register aspirations for multiple majors and schools without a limit on the number but must arrange the aspirations in order of priority from high to low. In the event multiple aspirations fulfill the conditions for admission, the candidate will only be confirmed for admission and called to enroll according to the highest priority aspiration.

[4] Candidates express their aspirations through choices on the supporting admission system (following the Ministry of Education and Training's guidance) as follows:

- Priority order of aspirations (number 1 indicates the highest aspiration);

- Selection of training institution, enrollment unit (institution code);

- Selection of major, group of majors, training program (major code);

- Selection of enrollment method (method code);

- Selection of admission combination (combination code) for the enrollment method based on test results of exams/subject tests, or the enrollment method based on high school subject scores.

[5] Candidates registering for admission to schools under the Ministry of Defense, Ministry of Public Security implement the provisions of this Article and the regulations and guidelines of the Ministry of Defense, Ministry of Public Security.
