Principles for determining admissions quotas

- Admissions quotas are determined based on the training capacity of the institution, the demand for human resources, the employment rate of students within 12 months from the date of graduation (for regular college and university training), the results of institutional accreditation, and the results of the previous year's admissions in relation to the current year's quota determination and admission organization of the institution, specifically:
a) Admissions quotas are determined in accordance with the training capacity of the institution as per regulations from Articles 7 to 12 of this Circular;
b) The total admissions quotas of an institution for each level and each field (for university quotas) or each major (for master's, doctoral quotas) shall not increase compared to the previous year's admissions before the current year's quota determination and admission organization if the institution qualifies for accreditation but does not have a valid quality accreditation certificate at the time of the quota announcement, except for institutions under the Ministry of National Defense and the Ministry of Public Security;
c) University admissions quotas in a field shall not increase compared to the previous year's admissions before the current year's quota determination and admission organization if the employment rate of university graduates in that field within 12 months from graduation is below 80% or the quota achievement rate in that field in the previous year is below 80%, except for training programs that meet quality accreditation standards that are calculated separately.
Thus, universities are not allowed to increase admissions quotas if they fall into the following cases:
- The institution qualifies for accreditation time but does not have a valid institutional quality accreditation certificate at the time of the admissions quota announcement, except for institutions under the Ministry of National Defense, the Ministry of Public Security;
- The employment rate of university graduates in a field within 12 months from graduation falls below 80%, or the quota achievement rate in that field in the previous year falls below 80%, except for programs with separate quality accreditation quotas.

What are regulations on determination of quotas for regular college and university admissions in Vietnam?
Pursuant to Article 7 of Circular 03/2022/TT-BGDDT, the determination of regular college and university admissions quotas is as follows:
- Annual regular college admissions quotas for Early Childhood Education and university admissions quotas are maximized by the total regular training size based on the training capacity of each training field (or each major for teacher training fields), simultaneously meeting the criteria specified in Article 6 of Circular 03/2022/TT-BGDDT, minus the number of currently enrolled regular students plus the number of students expected to graduate in the admissions year, ensuring it conforms with the general principles as specified in Article 4 of Circular 03/2022/TT-BGDDT.
- Admissions quotas for regular university-level linked training are within the total regular university admissions quotas, including the ratio of linked admissions quotas from intermediate level, college level to university level determined according to current regulations of the Government of Vietnam, the Prime Minister of Vietnam. Admissions quotas for regular Early Childhood Education college-level linked training are within the total regular college admissions quotas of the institution.
- Regarding quotas for regular linked training implementing Decree 71/2020/ND-CP, the Minister of Education and Training shall consider, decide, and notify the institution based on the needs of localities and the training capacity of institutions.
What are regulations on determination of master's and doctoral admissions quotas in Vietnam?
Pursuant to Article 11 of Circular 03/2022/TT-BGDDT, the determination of master's and doctoral admissions quotas is as follows:
- The maximum master's admissions quotas of the institution are determined for each major, calculated by the maximum master's training size based on the training capacity of that major, simultaneously meeting the criteria specified in Clause 03, Article 11 of Circular 03/2022/TT-BGDDT and ensuring the ratio of students per regular lecturer who meets the lecturer training qualification standards as per the regulations in the current master's level admissions and training regulations of the Ministry of Education and Training.
- The maximum doctoral admissions quotas of the institution are determined for each major, calculated by the maximum doctoral training size based on the training capacity of that major, meeting the criteria specified in Clause 03, Article 11 of Circular 03/2022/TT-BGDDT minus the current doctoral training size plus the number of doctoral candidates expected to graduate in the admissions year.
- Criteria for determining master's and doctoral admissions quotas:
+ Criteria for the maximum number of doctoral candidates, master's students per regular and visiting lecturer by level, title, and major to determine the admissions quotas of the institution are determined according to the maximum regulations at Table 3 (for regular lecturers), Table 4 (for visiting lecturers), Appendix 1 issued with Circular 03/2022/TT-BGDDT;
+ Criteria for facilities and equipment: The institution must ensure adequate facilities, laboratories, practical equipment, libraries, lecture halls, working rooms for lecturers, supervisors, doctoral candidates, and master's students suitable to the requirements of the major, specialization, and type of training program;
+ Criteria for labor market demand, socio-economic development needs: The institution must determine admissions quotas based on the labor market demand and the socio-economic development needs of the nation, localities, and sectors.
