May 9th-grade students in Vietnam write letters for the 54th UPU International Letter-Writing Competition?
According to the Regulations of the 54th UPU International Letter-Writing Competition in 2025 download as follows:
III. RULES:
1. Participants: Vietnamese students from 9 to 15 years old (by the time of submitting the letter).
Under Article 28 of the Education Law 2019 regulating the educational levels and entry ages:
Educational levels and entry ages
1. Educational levels and age groups of general education are regulated as follows:
a) Primary education lasts for 05 school years, from the first to the fifth grade. The entry age for the first grade is 06;
b) Lower secondary education lasts for 04 school years, from the sixth to the ninth grade. Students must complete the primary educational programme before entering the sixth grade. The entry age for the sixth grade is 11;
c) Upper secondary education lasts for 03 school years, from the tenth to the twelfth grade. Students must complete the lower secondary educational programme before entering the tenth grade. The entry age for the tenth grade is 15;
2. Cases where schooling could be commenced at younger ages or at higher ages prescribed in clause 1 of this Article are as follows:

Lower secondary education lasts for 04 school years, from the sixth to the ninth grade. Students must complete the primary educational program before entering the sixth grade. The entry age for the sixth grade is 11.
Thus, the participants of the competition are Vietnamese students aged 9 to 15 (ranging from grade 4 to grade 10).
Therefore, 9th-grade students in Vietnam (14 years old) may write letters for the 54th UPU International Letter-Writing Competition.
Note: This regulation does not apply to students skipping grades or older than the prescribed age
What outcomes on 05 essential qualities are required for 9th-grade students in Vietnam?
Under the regulations in the General Education Program issued with Circular 32/2018/TT-BGDDT, outcomes on 05 essential qualities required for 9th-grade students in Vietnam according to the 2018 General Education Program are as follows:
(1) Patriotism
- Actively and positively participate in activities to protect nature.
- Be conscious of learning about the traditions of family, lineage, and homeland; actively study and train to promote the traditions of family, lineage, and homeland.
- Be aware of protecting cultural heritage, and actively participate in activities to protect and promote the value of cultural heritage.
(2) Kindness
Care for everyone
- Respect the honor, health, and private life of others.
- Do not agree with evil, or wrongdoings; do not incite or participate in violent acts; be ready to defend the weak, and disadvantaged,...
- Actively and positively participate in charitable activities and community service activities.
Respect everyone's differences
- Respect differences in perceptions and personal style of others.
- Respect the cultural diversity of ethnic groups in the Vietnamese community and other ethnic groups.
- Empathize and be ready to help everyone.
(3) Diligence
Eagerness to learn
- Always strive to achieve good results in learning.
- Enjoy reading books, and newspapers, and finding information online to broaden understanding.
- Be conscious of applying the knowledge and skills learned in school, in books, and from other reliable sources to daily life.
Diligence in work
- Participate in labor and production activities in the family according to real needs, suitable to one's capabilities and conditions.
- Always strive to achieve good results in labor at school, class, or community.
- Be aware of learning well in vocational subjects; have knowledge about a common profession.
(4) Honesty
- Always ensure consistency between words and actions.
- Seriously acknowledge one's shortcomings and take responsibility for one's words and actions.
- Respect the truth; protect good, right things before everyone; be objective and fair in perception and behavior.
- Do not violate public property.
- Fight against dishonest behaviors in learning and life.
(5) Responsibility
Responsibility towards oneself
- Have a habit of maintaining hygiene, physical training, health care.
- Be conscious of preserving and using personal belongings reasonably.
- Be conscious of saving time; use time reasonably; build and adhere to reasonable study and living policies.
- Do not blame others; be aware of and seek to remedy the consequences caused by oneself.
Responsibility towards family
- Care about family work.
- Be conscious of saving in personal and family expenses.
Responsibility towards school and society
- Care about community work; actively participate in group activities and community service activities.
- Respect and comply with public regulations; follow traffic laws well; be conscious when participating in community activities, and festivals in the locality.
- Do not agree with behaviors that do not conform to cultural lifestyle and public rules.
- Engage, and connect with the Internet and social networks responsibly; do not aid in spreading information that affects the reputation of organizations or individuals or affects cultural lifestyle, social order, and safety.
Responsibility towards the living environment
- Live in harmony and friendliness with nature.
- Be conscious of learning and ready to participate in advocacy activities.
