What are the criteria for selecting textbooks for 2nd-grade students in Vietnam?
According to the provisions in Article 3 Circular 27/2023/TT-BGDDT on criteria for selecting textbooks:
Criteria for selecting textbooks
1. Suitability with the socio-economic characteristics of the locality.
2. Suitability with the teaching and learning conditions at the educational institution.
Selected textbooks must suit the socio-economic characteristics of the locality and the teaching and learning conditions at the educational institution.
What is the process of selecting textbooks for 2nd-grade students at primary schools in Vietnam?
Article 7 Circular 27/2023/TT-BGDDT stipulates the process of selecting textbooks in primary schools as follows:
- The Council develops a plan for organizing the selection of textbooks for the primary school; and assigns tasks to the members of the Council.
- Organize textbook selection in the professional team
+ Based on the Council's plan and textbook selection criteria, the head of the professional team develops a plan for organizing textbook selection for each subject included in the professional team and reports to the head before implementation;
+ Organizes all primary school subject teachers (including permanent, contract, seconded, visiting, and inter-school teaching teachers) to participate in selecting textbooks for their subject;
+ At least 20 days before the first meeting of the professional team, the head of the professional team organizes subject teachers to review textbooks, write feedback forms, and evaluate textbooks according to the selection criteria;
+ The head of the professional team organizes a meeting with subject teachers to discuss and vote to select 01 (one) textbook for the subject.
In cases where the subject has only 01 textbook approved by the Minister of Education and Training, the professional team selects the textbook as per the decision, without voting.
The selected textbook must have at least 1/2 (half) of the subject teachers voting for it.
If no textbook receives at least 1/2 (half) of the votes from teachers, the professional team must discuss and vote again; the selected textbook is the one with the highest number of teacher votes in the second round of voting.
In both voting rounds, if there are 02 (two) textbooks with the same highest number of teachers' votes, the head of the professional team decides to select one among them.
Meetings of the professional team are documented, recording all teachers' textbook comments and evaluations, with signatures from the head of the professional team and the person tasked with recording the minutes;
+ The head of the professional team compiles the results and creates a list of textbooks chosen by the department, signed by the head of the professional team and the person tasked with creating the list.
- The Council meets, discusses, and evaluates the organization of textbook selection by professional teams; reviews meeting minutes of the professional teams; reviews feedback forms and evaluations of textbooks by teachers as per Clause 2, Article 7 Circular 27/2023/TT-BGDDT; compiles textbook selection results by professional teams into records (including content: comments, evaluations on the textbook selection organization by professional teams; list of selected textbooks by professional teams), the record is signed by the Chairman and Secretary of the Council.
- The Council proposes to the head the list of textbooks selected by the professional teams in accordance with Circular 27/2023/TT-BGDDT.
- The primary school compiles textbook selection dossiers and submits them to the Division of Education and Training (for primary and lower secondary levels) and the Department of Education and Training (for upper secondary level).
