What are the solutions to comply with the 2024 - 2025 academic year plans in Vietnam after the Tet holiday?
According to Official Dispatch 8258/BGDDT-GDCTHSSV 2024, the Ministry of Education and Training requires Departments of Education and Training and training institutions; universities, academies, and colleges of education to emphasize the following contents:
1. Regarding assurance of security, order, crime prevention, fire prevention and fighting
a) Strengthen the dissemination and education of students to adopt a civilized lifestyle, maintain social order, enhance skills in accident prevention, avoid social evils, ensure security and order, and school safety. Raise awareness and personal responsibility to prevent crime tactics, especially those operating in cyberspace, black credit crimes, fraud, social evils, gambling, football betting, business fraud, public disorder, and resisting law enforcement during the Tet holidays.
b) Ensure on-duty shifts and protect the premises, maintaining absolute safety of infrastructure, fire and explosion prevention during the Tet holiday; Promote public awareness and education for students, strictly prohibit involvement in the production, purchase, transportation, storage, or illegal use of weapons, explosives, support tools, and fireworks. Adhere strictly to regulations and conditions for fire and explosion prevention; prepare solutions to comply with the 2024 - 2025 academic year plans after the Tet holiday.

The Ministry of Education and Training has instructed the Departments of Education and Training, training institutions; universities, academies, and colleges of education to prepare solutions to comply with the 2024 - 2025 academic year plans after the Tet holiday.
What duties must visiting lecturers who are official public employees perform?
Under Clause 2, Article 71 of the Education Law 2019 regarding visiting teaching:
Visiting teaching
1. Visiting teaching is the act where educational institutions invite persons meeting criteria stipulated in Article 67 of this Law to conduct teaching. Persons invited to conduct teaching by educational institutions are called visiting teachers or visiting lecturers.
2. Visiting teachers and lecturers must perform duties as defined in Article 69 of this Law. If being officials or public employees, visiting teachers and lecturers must first assure the fulfilment of duties at their organisations.
3. Encourage inviting domestic teachers and scientists, scientists who are overseas Vietnamese and foreigners to teach at educational institutions as visiting teachers or lecturers.
Thus, according to the above regulations, visiting lecturers who are officials or public employees must carry out the duties stipulated in Article 69 of the Education Law 2019. To be specific:
- Educate and teach according to educational objectives and principles, implementing educational programmes with sufficiency and quality;
- Be exemplary in the fulfilment of civic duties, school charters and code of conduct of teachers.
- Maintain moral quality, prestige and honor of teachers; respecting learners' dignity, treating learners equally; and protecting legitimate rights and interests of learners.
- Study and practice continuously to improve moral quality, political qualification, professional qualification and knowledge, reforming teaching methods, and being good examples for learners.
Additionally, visiting lecturers who are officials and public employees must ensure the completion of duties at their workplace.
