What are the 05 contents of student affairs in Vietnam?

Under Article 6 of the Regulation on Student Affairs in post-secondary schools and colleges promulgated together with Circular 17/2017/TT-BLDTBXH, the 05 contents of student affairs in Vietnam are as follows:

[1] Organization of educational and propaganda activities

- Political and ideological education: Educate and propagate to students to grasp and correctly implement the guidelines and policies of the Communist Party; have ideals, legal knowledge, and a firm political stance;

- Moral and lifestyle education: Educate and propagate to students about the beautiful values and moral traditions of the Vietnamese nation, general moral standards of society, professional ethics; a healthy, civilized lifestyle suitable to the national cultural identity; personal responsibility for the collective and community;

- Legal education and propaganda: Enhance awareness and compliance with the law; live, study, and practice in accordance with the law;

- Facilitate and assist students in striving and training to join the ranks of the Communist Party of Vietnam and participate in school mass organizations;

- Physical education: Organize students to participate in sports, culture, and art activities and enhance skills for family and community health care.

[2] Student management

- Organize the admission of successful candidates to study according to regulations;

- Collect, compile data; manage, store records, and handle administrative tasks related to students;

- Monitor and evaluate students' learning attitudes and results; launch and organize emulation movements, facilitate students' participation in scientific research activities; participate in skills competitions, cultural contests, arts, and sports festivals; supervise the implementation of student regulations; handle student rewards and discipline;

- Develop plans, organize inspections, and monitor the implementation of regulations on ensuring security, social order, safety, crime prevention, and activities against the Communist Party and the State, and social evils among students; cooperate with the police and local authorities to implement measures ensuring security, order, and resolve incidents involving students inside and outside the school;

- Organize the dissemination, guidance, monitoring, compiling, and addressing of state policies related to students;

- Manage on-campus and off-campus students: Consider, admit, promulgate, and organize the implementation of regulations on student management in dormitories; cooperate with police and local authorities to manage off-campus students.

[3] Organization of political sessions at the start of the course, the academic year, and at the end of the course for students. Annually organize dialogues between students and the School Board.

[4] Support and services for students

- Advise students to develop learning and training plans suitable to their goals, abilities, and health;

- Implement social work services in the school; provide assistance to disabled students, policy beneficiaries, disadvantaged students, and those in need of support;

- Soft skills education, entrepreneurship knowledge; enhance reproductive health knowledge and other necessary supplementary skills for students;

- Provide information, advice, and employment introduction for students;

- Organize coordination activities between the school and enterprises, labor-utilizing organizations to enhance students' vocational skills in line with practical demands;

- Organize implementation of school health work as required.

[5] Implementation of international cooperation tasks regarding students.

[6] Report and statistics on students and their employment status post-graduation periodically and upon request by management agencies.

Shall the principal in Vietnam establish the student affairs organization and management system?

Under Article 7 of the Regulation on student affairs in post-secondary schools and colleges, promulgated together with Circular 17/2017/TT-BLDTBXH:

Organization and management of student affairs

Based on the regulations of vocational colleges and schools, the School's Principal decides to establish the organization and management system, and specifies responsibilities of units and individuals to ensure the implementation of student affairs functions and tasks according to regulations.

Thus, according to the above provisions,  the School's Principal will decide on the establishment of the student affairs organization and management system.
