The assessment criteria for recognition of provincial-level learning units at Level 2 in Vietnam include:

* Criterion 1: Conditions for Building a "Learning Unit"

The content of the criterion is defined in Clause 1, Article 6 of Circular 24/2023/TT-BGDDT.

* Criterion 2: Learning Outcomes of Members within the Unit

The content of the criterion is defined in Clause 2, Article 7 of Circular 24/2023/TT-BGDDT.

* Criterion 3: The Effect of Building a "Learning Unit"

- Target 1: At least 95% of members within the unit must achieve the title "Lifelong Learning Citizen" according to Decision No. 324/QD-KHVN. For provincial-level units that are educational institutions assessed and recognized at the provincial level, at least 97% of students must achieve the title "Lifelong Learning Citizen" according to Decision No. 324/QD-KHVN.

- Target 2: Provincial-level units carry out activities to create a learning and knowledge-sharing environment with other units.

- Target 3: Provincial-level units achieve a commendation title from "Exemplary Working Group" (as per Law No. 06/2022/QH15 on Emulation and Commendation) or above.

- Target 4: Provincial-level units are high schools, multi-level schools with the highest level being high school, or continuing education centers that achieve the unit's digital transformation level of "satisfactory response" as per Decision 4725/QD-BGDDT of 2022 by the Minister of Education and Training.

- Target 5: Provincial-level units that are higher education institutions achieve the unit's digital transformation level of "satisfactory response" as per Decision 4740/QD-BGDDT of 2022 by the Minister of Education and Training.

- Target 6: Provincial-level units that are vocational education institutions achieve a vocational education quality accreditation according to current regulations.

Under Article 14 of Circular 24/2023/TT-BGDDT:

Eligibility requirements for recognition of provincial-level learning units

1. A provincial-level unit is recognized as meeting the criteria for a "provincial-level learning unit" at level 1 when it achieves all criteria and targets stipulated in Article 12 of this Circular.

2. A provincial-level unit is recognized as meeting the criteria for a "provincial-level learning unit" at level 2 when it achieves all criteria and targets stipulated in Article 13 of this Circular.

To be recognized as a provincial-level learning unit at level 2, one must meet all the criteria and targets specified in Article 13 of Circular 24/2023/TT-BGDDT.

What is the assessment process for provincial-level learning units in Vietnam?

According to Article 15 of Circular 24/2023/TT-BGDDT, the assessment process for provincial-level learning units is as follows:

- The assessment of "provincial-level learning units" is conducted based on evidence and results qualified concerning the criteria and targets specified in Articles 12 and 13 of this Circular.

- The results of implementing the criteria and targets for "provincial-level learning units" are assessed in two forms: qualified or unqualified.

- Criteria and targets with no appropriate evidence are assessed as unqualified.

- A criterion is considered qualified when the unit meets all targets for that criterion.

Simultaneously, Article 16 of Circular 24/2023/TT-BGDDT covers the assessment and recognition process for provincial-level learning units as follows:

- Provincial-level units organize the self-assessment and recognition of "provincial-level learning units" through the following steps:

+ The head of the unit establishes an assessment team;

+ The assessment team prepares a Self-assessment and Recognition Report on "provincial-level learning units", a Summary of the Assessment Results of the Criteria and Targets; the information and data of the Self-Assessment Report and the Summary of the assessment Results of the Criteria and Targets are calculated from January 1 to December 31 of the assessment year;

+ Based on the self-assessment results, if the unit meets the recognition conditions for a "provincial-level learning unit", the head of the unit submits an application for recognition at the qualified level (submitted directly, online, or via postal services) to the Department of Education and Training before January 15 of the year following the assessment year.

The application for assessment and recognition of a "provincial-level learning unit" includes: a proposal to evaluate and recognize the "provincial-level learning unit"; the Self-assessment and Recognition Report on the "provincial-level learning unit"; a Summary of the Self-assessment Results of the Criteria and Targets.

- The provincial people's committee organizes the assessment, review, and decision to recognize a unit as a "provincial-level learning unit" through the following steps:

+ The Department of Education and Training receives, reviews, and checks the application for recognition of a "provincial-level learning unit";

+ The Director of the Department of Education and Training establishes a Provincial Assessment and Recognition Council (hereinafter referred to as the Provincial Assessment Council). The Provincial Assessment Council consists of a chairperson, a secretary, and members, in an odd number, with a minimum of 5 people. The council includes representatives from the provincial people's committee's specialized agencies; representatives from the provincial lifelong learning association; representatives from provincial socio-political organizations;

+ Organize a meeting of the Provincial Assessment Council to seek written opinions from the council members to evaluate the application for recognition of a "provincial-level learning unit";

+ Based on the assessment results, if the unit does not meet the conditions for recognition as a "provincial-level learning unit", the Provincial Assessment Council reports to the Director of the Department of Education and Training to issue a written response to the unit, clearly stating the reasons for not being recognized;

+ Based on the assessment results, if the unit meets the conditions for recognition as a "provincial-level learning unit", the Provincial Assessment Council completes the documentation and reports to the Director of the Department of Education and Training to present a document to the Chairman of the provincial people's committee for review and decision to recognize the unit as a "provincial-level learning unit".

The proposal includes: a proposal for recognition of a "provincial-level learning unit"; the assessment report of the Provincial Assessment Council; a Summary of the Assessment Results of the Criteria and Targets of each unit as assessed by the Provincial Assessment Council; a draft decision recognizing the unit as a "provincial-level learning unit".

- The assessment and recognition of a unit as a "provincial-level learning unit" must be completed by February 15 of the year following the assessment year.

- The process for reassessment and recognition or upgrading the level of recognition is conducted in accordance with Clauses 1 and 2, Article 16 of Circular 24/2023/TT-BGDDT.
