According to the provisions in Clause 1, Article 14 of the Regulation on the Organization and Operation of Centers for Vocational Education - Continuing Education issued together with Circular 01/2023/TT-BGDDT, the system of documents of education operations in a Continuing Education Center in Vietnam includes:

(1) For the Center:

- Dossiers of educational programs granting diplomas of the national educational system and the Literacy Elimination Program (if organized), including:

+ Registration book;

+ The center's educational plan (per academic year);

+ Book for monitoring and evaluating learners (including the Educational Record for learners with disabilities);

+ Lecture record book;

+ Learner's record book;

+ Book for managing the issuance of diplomas and certificates.

- Dossiers of training programs, educational programs that meet the learners' needs and other training programs:

+ Plans for organizing educational and training activities of the center (according to assigned tasks, each academic year);

+ Dossiers for organizing vocational training courses (according to regulations and guidelines of the Ministry of Labor, Invalids, and Social Affairs if the Center organizes implementation).

- Dossiers for university-level training collaborations as regulated by the Ministry of Education and Training;

- Dossiers for inspection, and assessment of staff, teachers, and employees;

- Book for managing and archiving outgoing and incoming documents and correspondences;

- Dossiers for managing educational equipment and library;

- Dossiers for managing assets and finances;

(2) For professional groups:

- Educational plan for the specialty (per academic year);

- Notebook for recording professional activities.

(3) For teachers:

- Teacher's educational plan (per academic year);

- Lesson plan (teaching notes);

- Book for monitoring and evaluating learners;

- Homeroom notebook (for teachers serving as homeroom teachers).

Note: The aforementioned electronic dossiers in the system of documents of education operations in a Continuing Education Center can be used to replace paper records according to a roadmap suitable to the Center's conditions, and teachers' capabilities, and ensure the legality of electronic dossiers.

What educational programs is the Continuing Education Center in Vietnam responsible for organizing?

According to Clause 1, Article 4 of the Regulation on the Organization and Operation of Centers for Vocational Education - Continuing Education issued together with Circular 01/2023/TT-BGDDT, the Continuing Education Center is responsible for organizing the following educational programs:

(1) Literacy elimination program.

(2) Educational programs within the system for granting diplomas of the national educational system, including:

- Continuing education program at the lower secondary level;

- Continuing education program at the upper secondary level for those entitled to social policies, disabled individuals, people within the schooling age as per the local annual plan, and workers who need to complete general education programs.

(3) Educational programs that meet learners' needs, and update knowledge and skills in fields such as:

- Legal, cultural, social, sports, artistic, environmental, health, economic, and financial education;

- Skills education programs; technology transfer programs in labor and production to enhance labor productivity.

(4) Programs for training, fostering to enhance professional level and vocational capacity, including:

- Training in foreign languages, informatics, and cultural knowledge; training in ethnic minority languages for households, officials in ethnic areas, and mountainous areas; regular training for teachers;

- Training for preschool, primary, and lower secondary school teachers in organizing experiential and vocational activities;

- Training programs to improve teachers’ professional level, and specialized skills; other programs to enhance the professional level, and vocational capacity for officials and public employees as per the local plans and the lifelong learning needs of the people.

What activities regarding assurance and accreditation of educational quality will the Continuing Education Center in Vietnam carry out?

Under Article 16 of the Regulation on the Organization and Operation of Centers for Vocational Education - Continuing Education issued together with Circular 01/2023/TT-BGDDT, the Center is responsible for conducting activities regarding assurance and accreditation of educational quality as follows:

- Advising the party committee, and local authorities to plan, build, and develop, striving in each stage for the Center to achieve educational quality accreditation.

- Organizing self-assessments, registering for external assessments; proposing competent authorities recognize the Center for meeting educational quality accreditation when it satisfies the assessment standards set for the Center.

- Based on external assessment results, supplement, and complete self-assessment reports; implement plans to enhance quality in the self-assessment report, address recommendations from the external assessment team and directives from management agencies. Annually, report the results of quality enhancement to the direct education management agency for guidance, directions, and supervision.

- Preparing complete dossiers, data related to the Center’s operations, and necessary conditions to support external assessments; responding to drafts of external assessment reports within the prescribed period.

- Maintaining and promoting the results of educational quality accreditation to continuously improve quality.
