Also, according to Article 6 of the University Admission Regulations, and College Admission in Preschool Education issued with Circular 08/2022/TT-BGDDT:

Admission Methods

1. Training institutions decide on one or several admission methods (entrance examinations, selection or a combination of examinations and selection), applied universally for the whole institution or specifically for some programs, majors, fields, and training forms. One program or major can use multiple admission methods simultaneously.

2. Each admission method must clearly stipulate the evaluation and selection criteria and the way to combine these criteria to classify, rank, and determine admission eligibility for candidates according to the program or major requirements. Evaluation and selection criteria must be based on fundamental knowledge and core competencies required for candidates to pursue the program or major.

3. For admission based on academic results, individual subject examination results (including final grade scores of high school subjects, scores of high school graduation exams, and other evaluation outcomes):

a) The combination of subjects used for selection includes at least 3 subjects relevant to the program's characteristics and requirements (individual subjects may have different weightings), including either math or literature;

b) One major or program may simultaneously use multiple subject combinations and may stipulate differences in scores between combinations when determining admission conditions;

c) No more than 4 subject combinations are used for selection for a major or program (except for combinations that only differ in the foreign language subject).

4. For a major or program that has specific quotas for different selection methods or combinations:

a) Quota allocation among selection methods or combinations must be reasonably justified; not causing unfairness to candidates choosing different methods or combinations;

b) Changes or additions to selection methods or combinations must be reasonably justified and have a reasonable timeline; not reducing the quota allocation of any method or combination used in the previous year by more than 30% (within the major or program structure) unless changes or additions are announced at least one year before the registration period opens.

5. Training institutions are responsible for providing scientific and practical justification for determining admission methods, selection methods, combinations, and quota allocation; based on analysis, evaluation, and benchmarking of the annual academic performance of admitted students.

- In the 2022 admission year: The institution selected based on the results of the high school graduation exam in three subjects: Math, Chemistry, and Biology (no multiplying coefficient).

- In the 2023 admission year: The institution selected based on the results of the high school graduation exam in three subjects: Math, Chemistry, and Biology (no multiplying coefficient).

[1] Fairness to candidates:

+ Information provision: Each interested candidate is provided with complete, clear, reliable, consistent, and prompt information to make appropriate decisions and best prepare for the admission process.

+ Application opportunity: No candidate loses the opportunity to apply due to regulations unrelated to their qualification and ability (except for the specific regulations of the Ministry of Public Security and the Ministry of Defense in defense and security field); or due to burdensome and costly admission procedures.

+ Capability assessment: Candidates must be objectively, fairly, and reliably assessed on their learning ability and success prospects to meet the program and major requirements.

+ Admission opportunity: Candidates must be given the highest opportunity for admission and the right to prioritize their preferences among the programs and majors that meet the admission criteria.

+ Commitment fulfillment: Training institutions must fulfill their commitments to candidates; provide counseling, support, and resolve complaints, protecting the legitimate interests of candidates in cases of risk.

[2] Equality among training institutions:

+ Cooperation: Training institutions cooperate equally to improve the quality and efficiency of admissions, benefiting candidates the most.

+ Competition: Training institutions compete honestly, fairly, and healthily in admissions according to the law on competition.

[3] Transparency to society:

+ Information transparency: Training institutions are responsible for fully, clearly, and promptly publishing admission information through appropriate media channels for society and state management agencies to supervise.

+ Accountability: Training institutions are responsible for reporting as required by state management agencies and explaining to society in an appropriate manner about major issues causing public concern.
