The List of textbooks in general education institutions for 1st grade students in Vietnam

The list of Grade 1 textbooks used in general educational institutions is stipulated in:

- Decision 4507/QD-BGDDT in 2019 Approving the list of Grade 1 textbooks used in general educational institutions.

In which, 32 books have been approved.

- Decision 180/QD-BGDDT in 2020 Approving the list of Grade 1 English textbooks used in general educational institutions.

The approved list includes 6 English textbooks from different publishing houses.

- Decision 512/QD-BGDDT in 2020 Approving the list of Grade 1 textbooks used in general educational institutions.

The approved list includes an additional 7 books.

- Decision 756/QD-BGDDT in 2020 Approving the supplementary list of Grade 1 textbooks used in general educational institutions.

This decision approves the supplementary textbook "Experiential Activities 1" by the Vietnam Education Publishing House.

Is it necessary for the Grade 1 textbooks to be suitable for the teaching conditions at the primary school in vietnam?

According to Article 3 of Circular 27/2023/TT-BGDDT, the criteria for selecting textbooks are as follows:

Criteria for selecting textbooks

1. Suitable for socio-economic characteristics of the locality.

2. Suitable for organizational conditions of teaching and learning at the educational institution.

Hence, Grade 1 textbooks selected must be suitable for the organizational conditions for teaching in primary schools.

What are procedures for selecting Grade 1 textbooks in primary schools in Vietnam?

Article 7 of Circular 27/2023/TT-BGDDT stipulates the process of selecting Grade 1 textbooks in primary schools as follows:

- Step 1: The council formulates a plan to organize the selection of textbooks for the primary school; assigns tasks to council members.

- Step 2: Organize the selection of textbooks within the professional group

+ Based on the plan of the council and the criteria for selecting textbooks, the head of the professional group constructs a plan for selecting textbooks for each subject structured within the group, reporting to the head before implementation;

+ Organize the entire teaching staff in the primary school (including regular, contracted, seconded, visiting, and inter-school teachers) to participate in selecting textbooks for their respective subjects;

+ No later than 20 days before the first meeting of the professional group, the head organizes for subject teachers to study the textbooks, write assessment and evaluation forms based on the textbook selection criteria;

+ The head of the professional group organizes meetings with the subject teachers to discuss, vote on the selection of one (1) textbook for that subject.

In case a subject has only one textbook approved by the Minister of Education and Training, the professional group selects that textbook without needing a vote.

The selected textbook must ensure over half of the subject teachers' votes.

If no textbook receives over half of the subject teachers' votes, the professional group must discuss and vote again; the selected textbook is the one with the highest number of votes in the second round.

In both voting rounds, if there are two or more textbooks with the highest equal votes, the head of the professional group decides on the selection among these textbooks.

Meetings of the professional group must be documented, recording all comments and evaluations of textbooks from participating teachers, with the documentation signed by the head and the designated recorder.

+ The head of the professional group compiles the results, and creates a list of selected textbooks, signed by the head and the designated compiler.

- Step 3: The council meets, discusses, and reviews the organization of textbook selection by the professional groups; reviews the meeting minutes and evaluation forms as stipulated in Clause 2, Article 7 of Circular 27/2023/TT-BGDDT; consolidates the selected textbooks from the professional groups into a report, including comments and evaluations of the textbooks, signed by the Chairman and Secretary of the council.

- Step 4: The council proposes to the head the list of textbooks selected by the professional groups according to regulations in Circular 27/2023/TT-BGDDT.

- Step 5: The primary school prepares and submits the textbook selection dossier to the Department of Education and Training (for primary and lower secondary levels), and the Department of Education and Training (for the upper secondary level).
