Who shall approve and decide on the selection of English textbooks used for 4th grade students in Vietnam?

Based on Article 18 of the Primary School Charter issued with Circular 28/2020/TT-BGDDT:

Textbooks, teaching equipment, reference materials and local educational materials

1. Primary schools use textbooks that are approved by the Minister of Education and Training and selected by the provincial People's Committee for teaching and learning activities within the local primary schools; teachers and students use textbooks for teaching and learning activities to achieve educational goals, content requirements, and the required qualities and capabilities of students as prescribed in the primary school educational program; primary schools must promptly and fully provide information about the textbooks used at the school so that students and their families are informed.

2. Teaching equipment used in schools must be part of the minimum teaching equipment list prescribed by the Ministry of Education and Training and other teaching equipment as stipulated by the general education program.

3. Schools organize the selection, provision of reference publications for teaching and research activities of teachers in compliance with the regulations of the Ministry of Education and Training; teachers are encouraged to use reference publications to improve the quality of education. No organization or individual is allowed to force students to buy reference materials.

4. Local educational materials are organized, compiled and appraised by the provincial People's Committee to meet the needs and be consistent with the characteristics of the locality, as required by the primary education program in terms of educational goals and content, and must be approved by the Minister of Education and Training.

Thus, the authority to approve and decide on the selection of English textbooks used for 4th grade students is as follows:

Approval authority: Minister of Education and Training.

Selection authority: Provincial People's Committee.

Do private primary schools in Vietnam use the list of grade 4 English textbooks approved by the Ministry of Education?

Based on Article 4 of the Primary School Charter issued with Circular 28/2020/TT-BGDDT, the types of primary schools are as follows:

Types of primary schools

1. Primary schools are organized into two types: public and private.

a) Public primary schools are invested in and ensured conditions for operation by the state and represent the state ownership.

b) Private primary schools are invested in and ensured conditions for operation by domestic or foreign investors.

2. Primary classes in general educational institutions with multiple levels of education and specialized schools include:

a) Primary classes in general educational institutions with multiple levels of education.

b) Primary classes in semi-boarding ethnic schools.

c) Primary classes in educational institutions for children with disabilities.

d) Primary classes in reformatory schools.

3. Other educational institutions implementing the primary education program: community learning centers; classes for children with difficult circumstances who cannot attend school, classes for children with disabilities.

In Article 18 of the Primary School Charter issued with Circular 28/2020/TT-BGDDT, there are regulations about the general use of textbooks in primary schools.

Thus, private primary schools will use the list of grade 4 English textbooks approved by the Ministry of Education.
