Can upper secondary school students in Vietnam be promoted if they miss more than 45 days?
Based on Article 12 of Circular 22/2021/TT-BGDDT:
Promotion, reassessment during summer break, non-promotion
1. Students who meet the following conditions will be promoted or recognized for completing the secondary education or upper secondary school program:
a) The annual conduct result (including the reassessment result after conduct improvement during the summer break as regulated in Article 13 of this Circular) must be at a satisfactory level or higher.
b) The annual academic result (including the reassessment of subjects according to Article 14 of this Circular) must be at a satisfactory level or higher.
c) The student must not miss more than 45 school days in an academic year (calculated according to the educational plan of one session per day as stipulated in the General Education Program, including both excused and unexcused absences, continuous or non-continuous absences).
2. Students who have to improve conduct during the summer break will follow the regulations in Article 13 of this Circular; students who have to retake subject assessments during the summer break will follow the regulations in Article 14 of this Circular.
3. Students who do not meet the requirements stipulated in clause 1 of this Article will not be promoted or recognized for completing the secondary education or upper secondary school program.

Upper secondary school students are only allowed to miss a maximum of 45 days in an academic year (including both excused and unexcused absences) except for legal holidays.
If upper secondary school students miss more than 45 days in an academic year, they will not be promoted.
How many times can secondary school students in Vietnam repeat a grade in one academic stage?
According to clause 3 of Article 33 of the Regulations on lower secondary schools, upper secondary schools, and multi-level schools issued together with Circular 32/2020/TT-BGDDT, the age of upper secondary school students is as follows:
Age of Students in Secondary Schools
- The age for students enrolling in grade 6 is 11 years. The age for students enrolling in grade 10 is 15 years. For those students who skipped a grade in the previous stage or students entering a stage at an age higher than the specified age, the age for enrolling in grade 6 and grade 10 is reduced or increased based on the graduation age of the previous stage.
- Ethnic minority students, students with disabilities, students with special difficulties, and returning overseas students may enter a stage at an age up to 3 years older than the specified age.
3. Students are not allowed to repeat a grade more than 3 times in one academic stage.
4. Students with good health and early intelligence development may enter school earlier or skip a grade within a stage. Each specific case is considered according to the following steps:
a) Parents or guardians submit a request to the school.
b) The principal establishes an assessment and advisory council including the following basic members: representatives of the school leadership and the parent committee; the teacher of the class the student is attending.
c) Based on the assessment result of the council, the principal considers and decides.
5. Students within the specified age returning from overseas, and children of foreigners working in Vietnam may study at the secondary school at their place of residence or at another secondary school if the school can accommodate them. Each specific case is considered according to the following steps:
a) Parents or guardians submit a request to the school.
b) The principal organizes an assessment of the student's level and places them in the appropriate class.
Thus, upper secondary school students are not allowed to repeat a grade more than 3 times in one academic stage.
Therefore, upper secondary school students are allowed to repeat a grade 3 times in the lower secondary education stage and 3 times in the upper secondary education stage.
