In 2025, what are the criteria for consideration for awarding the "People's Teacher" title in Vietnam?

Under Article 7 of Decree 35/2024/ND-CP, the criteria for consideration for awarding the "People's Teacher" title in Vietnam include being loyal to the Nation, adhering to the directions of the Communist Party of Vietnam, policies, and laws of the State, good ethical qualities, as per the subjects defined in Clause 1, Article 2 of Decree 35/2024/ND-CP, having been conferred the "Teacher of Merit" title and meeting the following criteria:

(1). A teacher with at least 20 years of direct nurturing, and teaching experience; for management staff at educational institutions, management staff at educational management agencies, and education researchers, at least 25 years in the sector, of which 15 years or more in direct nurturing, teaching.

(2). Passionate, dedicated to the profession, loving, fair, and respectful to learners' personalities; reputed for professional expertise, widely influential in the sector and society, exemplary, excellent in management, nurturing, and teaching innovations; capable of advising, assisting colleagues in professional and competency development activities; actively participate in social activities, with significant contributions for community benefits, educational, and training career; respected by learners, colleagues, and the public.

(3). Outstanding pedagogical talent is defined for different subjects as follows:

- Teachers and management staff at preschool education institutions not included under item g, Clause 3, Article 7 of Decree 35/2024/ND-CP meet the following criteria:

+ Author of one initiative recognized as effective in nurturing or management, with potential for broad application in the ministry/department/central authority/province;

+ Participation in compiling one training material in training programs organized by the ministry/department/central authority/province, or composing one specialized report for conferences, or workshops organized by the ministry/department/central authority/province, or participating once in formulating, and developing early childhood education programs approved by the Ministry of Education and Training;

- Teachers and management staff at general education institutions, continuous education centers, boarding schools for ethnic minorities, semi-boarding schools for ethnic minorities, reformatory schools, talent nurturing schools, preparatory universities, vocational education centers, and secondary schools not included under item g, Clause 3, Article 7 of Decree 35/2024/ND-CP meet the following criteria:

+ Author of one initiative recognized as effective in teaching or management, with potential for broad application in the ministry/department/central authority/province or principal investigator of one provincial/bureau scientific and technological task accepted at an acceptable level or higher;

+ Participation in composing two training materials as part of training programs organized by the ministry/department/central authority/province or composing two specialized reports for conferences, or workshops organized by the ministry/department/central authority/province, or participating twice in formulating, developing programs, textbooks, and local education materials approved by the Ministry of Education and Training or main author of one textbook or main investigator of two institutional-level scientific and technological tasks accepted;

- Teachers and management staff at colleges, district political centers, provincial political schools, training institutions for officials and public employees of ministries, departments, or provinces meet the following criteria:

+ Author of two initiatives recognized as effective in teaching or management, with potential for application in the ministry/department/central authority/province or principal investigator of one provincial/bureau scientific and technological task accepted at an acceptable level or higher;

+ Author of three scientific articles; main author of one textbook or chief author of three training materials in training programs organized by the ministry/department/central authority/province;

- Teachers and management staff at universities, education researchers meet the following criteria:

+ Principal investigator of one national-level scientific and technological task accepted at an acceptable level or higher or two provincial/bureau-level tasks accepted at an acceptable level or higher;

+ Author of ten scientific articles, main author of one textbook, and supervised two doctoral candidates who successfully defended their dissertations;

- Management at educational management agencies at the department or provincial level meet the following criteria:

+ Author of three initiatives recognized as effective in nurturing, teaching, or management, with potential for application in the ministry/department/central authority/province or principal investigator of one provincial/bureau-level task accepted at an acceptable level or higher;

+ Participation in composing two training materials in training programs organized by the ministry/department/central authority/province or composing two specialized reports for conferences, and workshops organized by the ministry/department/central authority/province;

- Management at departments, and ministries, meet the following criteria:

+ Principal investigator of one national-level scientific and technological task accepted at an acceptable level or higher or principal investigator of two provincial/bureau-level tasks accepted at an acceptable level or higher;

+ Author of five scientific articles or main author of one textbook or participated in drafting five issued legal normative documents;

- Teachers and management staff at educational institutions working for five years or more in economically and socially disadvantaged areas or schools for students with disabilities, centers supporting inclusive education development meet the following criteria:

+ Participation in composing one training material in training programs organized by the ministry/department/central authority/province or composing one specialized report for conferences, workshops organized by the ministry/department/central authority/province or author of one initiative recognized as effective in teaching or management with potential for application in the ministry/department/central authority/province;

+ Having effective implementation solutions in supporting nurturing, teaching students with special circumstances to advance in learning, building schools, persuading students with special circumstances and difficulties to attend school and maintaining student enrollment, acknowledged or rewarded by higher authorities;

- The criteria for outstanding pedagogical talent defined in Clause 3, Article 7 of Decree 35/2024/ND-CP are equivalently converted relative to achievements listed in Appendix 1 and 2 attached to Decree 35/2024/ND-CP.

(4). Contributions and achievements in the educational and training career as follows:

- Once achieving the title of provincial excellent teacher or once awarded the title of Emulation Fighter at the ministry/department/central authority/province level;

Once awarded a Diploma of Merit by the Prime Minister of Vietnam or once achieving the title of National Emulation Fighter or once awarded a medal. For teachers and management staff at preschool, primary, lower secondary, reformatory schools, continuous education centers, vocational education centers, and secondary schools, twice awarded meritorious certificates at the ministry/department/central authority/province level;

- The contributions and achievements criteria in education and training defined at point a, Clause 4, Article 7 of Decree 35/2024/ND-CP are converted equivalently relative to achievements in Appendix 1 attached to Decree 35/2024/ND-CP.

(5). For heads, deputies of heads of agencies, organizations, units, University Council Chairman, University Council Vice-Chairman (if applicable); School Council Chairman, School Council Vice-Chairman (if applicable); Directors, Vice-Directors of universities, academies; Principals, Vice-Principals of universities and equivalent, the institution managed by the individual must achieve the title of "Advanced Labor Collective" or "Advanced Unit" for three consecutive years, including two or more of the following honors, commendations: "Excellent Labor Collective"; "Determined-to-Win Unit"; meritorious certificate at the ministry/department/central authority/province level; ministry/department/central authority/province commendation flag; state-level titles, commendations.

If the institution is not eligible for the "Advanced Labor Collective" or "Advanced Unit" title, substitute with a ministry/department/central authority/province commendation flag or meritorious certificate at the ministry/department/central authority/province level or state-level titles, commendations.
