When can 8th-grade students in Vietnam transfer schools?
According to Article 4, the regulation on transferring and receiving students in lower and upper secondary schools issued with Decision 51/2002/QD-BGDĐT regarding re-enrollment:
Eligibility for school transfer and re-enrollment.
1. School transfer:
a) Students relocate their residence with their parents or guardian.
b) Students are particularly disadvantaged or have legitimate reasons that necessitate a school transfer.
2. Re-enrollment:
Students seek re-enrollment after a period of absence but are still within the age guidelines for each educational level.
Therefore, 8th-grade students in Vietnam can transfer schools under one of the following two cases:
Case 1: Students relocate their residence with their parents or guardian.
Case 2: Students are particularly disadvantaged or have legitimate reasons that necessitate a school transfer.
When is the school transfer for lower secondary school students in Vietnam conducted?
Under Article 35 of the lower secondary school, upper secondary school and multi-level school charter issued with Circular 32/2020/TT-BGDĐT, school transfer is a student's right.
However, lower secondary school students must meet certain conditions as specified in Clause 2, Article 5 of the regulation on transferring and receiving students in lower and upper secondary schools issued with Decision 51/2002/QD-BGDDT:

3. Transfers are conducted at the end of the first semester of the academic year or during the summer break before the start of the new academic year. Exceptions regarding the timing are decided by the Head of the Department of Education and Training (for lower secondary level) or the Director of the Department of Education and Training (for upper secondary level) in the receiving area.
