When was the badge of the Ho Chi Minh Communist Youth Union available?
The badge of Ho Chi Minh Communist Youth Union clearly embodies the spirit of pioneering, readiness to fight, and self-sacrifice for the independence and freedom of the Fatherland.
The badge of the Ho Chi Minh Communist Youth Union was available in 1951. At that time, during the Youth Congress held in Viet Bac, the Central Youth Union assigned the task to artists Tran Van Thuan and Ton Duc Luong to design the badge of the Ho Chi Minh Communist Youth Union.
The symbol of a youth's hand holding a flag, designed by artist Huynh Van Thuan, was selected by President Ho Chi Minh as the official emblem of the Ho Chi Minh Communist Youth Union. Although in different historical and political phases, with different names, the Ho Chi Minh Communist Youth Union has kept the same emblem through many generations of Vietnamese youth.
The badge of the Ho Chi Minh Communist Youth Union is used in the most solemn and formal occasions. This represents the maturity of the person wearing the insignia. Is joining the Ho Chi Minh Communist Youth Union an eligibility requirement for graduating from undergraduate education?
Under clause 1, Article 14 of the Undergraduate Education Regulation issued with Circular 08/2021/TT-BGDDT on graduation recognition and degree issuance as follows:
Recognition of Graduation and Issuance of Graduation Degree
1. A student is considered and recognized for graduation when satisfying the following conditions:
a) Accumulating enough modules, credits, and completing other mandatory contents according to the program's requirements, achieving the learning outcomes of the program;
b) The cumulative average score of the entire course is at least average;
c) At the time of graduation assessment, not under criminal prosecution or not under disciplinary action with suspension from study.

According to the regulations above, the eligibility requirements for graduating from undergraduate education include:
- Completing all required modules and credits;
- Fulfilling the mandatory contents of the training program, meeting the learning outcomes according to the regulations;
- Achieving a cumulative average score of at least average for the entire course;
- Not under criminal prosecution or disciplinary suspension at the time of graduation assessment.
Thus, joining the Ho Chi Minh Communist Youth Union is not an eligibility requirement for graduating from undergraduate education.
May graduates apply to join the Ho Chi Minh Communist Youth Union?
According to sub-items 1.1 and 1.2 of Section 1 of Guideline 16-HD/TWDTN-BTC in 2018 regarding membership admission:
Membership Admission
1.1. Age and Educational Qualification Requirements
a. At the time of consideration for admission, those admitted to the Union must be between 16 (at least 15 years old plus 1 day) and no more than 30 years old.
b. Vietnamese youth with a clear biography, who provide complete and honest information on all matters related to their personal historical and current political issues, according to the résumé form issued by the Central Youth Union.
c. Those admitted to the Union must have at least an elementary education. For youth living in mountainous, border, island areas, ethnic minority regions, and particularly disadvantaged areas, flexible application is used.
1.2. Considering Union Membership Admission in Certain Cases
a. In cases where youth aspire to join the Union, actively participate in activities organized by the Union, have the trust of their peers, but have parents, siblings, who are detained, the party committee at the same level must be consulted before admission.
b. In cases where youth work in agencies, units, enterprises without a Union organization, actively participate in activities organized by the Union where they reside, have peer trust and the desire to join the Union, the local committee where they reside shall review and suggest, and the social, ward, or commune-level town Youth Union's executive committee shall make the decision to approve admission.
Individuals who have graduated from undergraduate education may still be admitted as union members if they meet the following conditions:
- Do not exceed 30 years of age;
- Provide complete and honest information on all matters related to their personal historical and current political issues, according to the résumé form issued by the Central Youth Union;
- Have at least a primary diploma. For youth living in mountainous, border, island areas, ethnic minority regions, and particularly disadvantaged areas, flexible application is used.
