Under Article 9 of the Law on Education 2019 on career orientation and student classification:
Career orientation and student classification
1. Career orientation in education is a system of measures implemented inside and outside educational institutions to provide students with knowledge about professions and the ability to choose a profession based on a combination of personal desires, fortes and social labour demands.
2. Student classification is a measure of organizing educational activities on the basis of career orientation in education, enabling lower secondary and upper secondary graduates to continue with their studies in higher educational levels/qualifications or vocational education or to join the labour force with regard to personal capacity, circumstances and social demands, contributing to the regulation of the professional structure following the developing requirements of the country.
3. The Government shall provide for career orientation and student classification in each period of time, meeting the requirements of socio-economic development.
Thus, student classification is a measure of organizing educational activities on the basis of career orientation in education, enabling lower secondary and upper secondary graduates to continue with their studies in higher educational levels/qualifications or vocational education or to join the labour force with regard to personal capacity, circumstances and social demands, contributing to the regulation of the professional structure following the developing requirements of the country.

What are the objectives for student classification by 2025 in Vietnam?
Under Subsection 2 of Section 1, Article 1 of Decision 522/QD-TTg of 2018, the objectives for student classification by 2025 in Vietnam are as follows:
- Strive for 100% of lower and upper secondary schools to have career orientation programs linked with local production, business, and services; for schools in particularly disadvantaged areas, achieving at least 80%;
- Aim for 100% of lower and upper secondary schools to have part-time career orientation counselors meeting professional and technical requirements; in particularly disadvantaged localities, reaching at least 80%;
- Endeavor for at least 40% of lower secondary graduates to continue their education at vocational education and training institutions at primary and intermediate levels; for particularly disadvantaged localities, achieving at least 30%;
- Aim for at least 45% of upper secondary graduates to continue their education at vocational education and training institutions at the college level; for particularly disadvantaged localities, reaching at least 35%.
What is the implementation roadmap for the Scheme on career orientation and student classification in general education during 2020-2025 in Vietnam?
According to Subsection 2, Section 3, Article 1 of Decision 522/QD-TTg of 2018, the implementation roadmap for the Scheme on career orientation and student classification in general education during 2020-2025 in Vietnam is as follows:
- Continue to support the development of facilities at selected educational institutions for pilot implementation and training for managers, and part-time teachers in career orientation in schools;
- Maintain and complete activities initiated from 2018-2020;
- Add and adjust some activities (if necessary) to meet general requirements, contributing to improved quality and efficiency;
- Conclude the Scheme by the end of 2025.
