Under Clause 2, Article 25 of the Education Law 2019, the regulations are as follows:
Programmes of preschool education
1. Programmes of preschool education shall satisfy the following requirements:
a) Reflect the objectives of preschool education;
b) Concretize the outcome requirements of different age groups, educational activities, methods and modes of organizing educational activities, educational environment and assessment of the development of children;
c) Be consistent throughout the country and implemented flexibly, suitable with specific conditions of localities and institutions of preschool education.
2. The Minister of Education and Training shall establish the Appraisal Council for preschool education curricula to appraise programmes of preschool education. The council shall be composed of teachers, education managers, experienced and prestigious scientists in the field of education and representatives of relevant agencies and organisations. At least one-third of the council members must be teachers who are working in institutions of preschool education. The council and the council members shall be responsible for the appraisal contents and quality.
3. The Minister of Education and Training shall promulgate programmes of preschool education after receiving the appraisals of the Appraisal Council for preschool education curricula; stipulate standards, compiling and editing processes of programmes of preschool education; stipulate standards and selection of toys and learning materials used in institutions of preschool education; stipulate the duties, powers, operating methods, standards, number and structure of members of the Appraisal Council for preschool education curricula.
Under the above regulations, at least one-third of the council members must be teachers who are working in institutions of preschool education.
Therefore, the Appraisal Council for preschool education curricula in Vietnam must include teachers who have taught kindergarten classes.

What are the working principles of the Appraisal Council for preschool education curricula in Vietnam?
Under Article 10 of Circular 49/2020/TT-BGDDT, the working principles of the Appraisal Council for preschool education curricula in Vietnam are as follows:
- The Appraisal Council works on the principles of concentration, democracy, objectivity, and honesty.
- The meeting of the Appraisal Council is considered valid when it includes the Chair or Vice-Chair (in the Chair's absence), the Secretary, and at least two-thirds (2/3) of the total members of the council attending, with absent members having sent their written opinions in a sealed envelope to the meeting chair. The meetings must have a representative from the unit organizing the appraisal.
- The results of each council meeting must be recorded in the meeting minutes. The minutes must be signed by the meeting chair, the council secretary, and the representative of the organizing unit.
- During the appraisal, the council may propose that the organizing unit seek professional opinions from related agencies, organizations, or individuals (if necessary).
What are the procedures for appraising preschool education curricula in Vietnam?
According to Article 11 of Circular 49/2020/TT-BGDDT, the procedures for appraising preschool education curricula in Vietnam are conducted as follows:
- Members of the Appraisal Council read and appraise: A draft of the curriculum must be sent to the council members no later than fifteen (15) days before the first council meeting; members read, study the draft, and note their comments on the draft according to Article 4 of Circular 49/2020/TT-BGDDT.
- The Appraisal Council meets to discuss the draft collectively according to Article 4 of Circular 49/2020/TT-BGDDT.
- Members of the Appraisal Council assess the draft
+ Assess and categorize the draft into one of three types based on each criterion: "Pass", "Pass with revisions needed", "Not pass";
+ General assessment and categorize the draft into one of three types: "Pass", "Pass with revisions needed", "Not pass";
+ The draft is categorized as "Pass" if the assessment results meet all the criteria under the "Pass" category;
+ The draft is categorized as "Pass with revisions needed" if all criteria are met under "Pass" and "Pass with revisions needed";
+ The draft is categorized as "Not pass" for all other cases.
- The Appraisal Council uses the draft curriculum
+ If the draft has at least three-quarters (3/4) of the total council members participating in the assessment categorized as "Pass," the draft is submitted to the organizing agency for submission to the Minister of Education and Training for issuance;
+ If the draft has at least three-quarters (3/4) of the council members assessing it as "Pass" and "Pass with revisions needed," within 15 days from the conclusion of the council chair, the drafting agency must send a revised version and explanation to the chair and two referees of the council for re-assessment;
+ For "Not pass" cases, after the drafting agency revises, supplements, and finalizes according to the council's feedback, refer to Article 11 of Circular 49/2020/TT-BGDDT.
