On January 7, 2025, the Ho Chi Minh City Department of Education and Training issued Official Dispatch 92/SGDDT-KHTK of 2025 download regarding the report on projected enrollment for entry grades of educational levels for the 2025-2026 school year.
The Ho Chi Minh City Department of Education and Training has attached the following report templates for projected enrollment to 1st grade, 6th grade, and 10th grade for the 2025-2026 school year:

Report template for projected enrollment for 10th grade:
- For public schools, follow Form 3-SLTS: Enrollment Data and Form 4A-TTTS: Enrollment Information for Public System Download
- For private schools, complete the data in Form 3-SLTS: Enrollment Data and Form 4B-TTTS: Enrollment Information for Non-public System download
Note: Submission deadline and method:
- Educational institutions under the Department should submit the reports to the local Division of Education and Training where the school operates before January 14, 2025.
- All units should complete the aforementioned content and submit it to the Department of Education and Training (Planning – Finance Office) via the electronic office system before January 17, 2025.

What regulations on enrollment to 10th grade apply for the 2025-2026 school year in Vietnam?
On December 30, 2024, the Minister of Education and Training issued Circular 30/2024/TT-BGDDT regarding the Regulations on enrollment for lower and upper secondary education.
Circular 30/2024/TT-BGDDT comes into effect on February 14, 2025, and replaces the following three Circulars:
- Circular 11/2014/TT-BGDDT dated April 18, 2014, by the Minister of Education and Training issuing the Regulations on enrollment for lower and upper secondary education;
- Circular 18/2014/TT-BGDDT dated May 26, 2014, by the Minister of Education and Training, supplementing point a of paragraph 2 of Article 7 of the Regulations on enrollment for lower and upper secondary education issued with Circular 11/2014/TT-BGDDT dated April 18, 2014, by the Minister of Education and Training;
- Circular 05/2018/TT-BGDDT dated February 28, 2018, by the Minister of Education and Training, amending and supplementing paragraph 1 of Article 2, paragraph 2 of Article 4, point d of paragraph 1 of Article 7, and paragraph 2 of Article 7 of the Regulations on enrollment for lower and upper secondary education issued with Circular 11/2014/TT-BGDDT dated April 18, 2014, by the Minister of Education and Training.
Therefore, the regulations on enrollment to 10th grade apply for the 2025-2026 school year in Vietnam shall follow Circular 30/2024/TT-BGDDT.
Who is eligible for priority points for admission to 10th grade in Vietnam according to Circular 30?
Under Clause 2, Article 14 of the Regulations on enrollment for lower and upper secondary education issued together with Circular 30/2024/TT-BGDDT, persons eligible for priority points for admission to 10th grade in Vietnam are specified as follows:
(1) Group 1:
- Children of martyrs;
- Children of war invalids with a labor capacity reduction of 81% or more;
- Children of persons with disabilities with a labor capacity reduction of 81% or more;
- Children of individuals awarded with the "Certificate of Policy Beneficiary as War Invalids" with a labor capacity reduction of 81% or more;
- Children of those who participated in the resistance activities affected by toxic chemicals;
- Children of revolutionary activists before January 1, 1945;
- Children of revolutionary activists from January 1, 1945, to the August Revolution in 1945.
(2) Group 2:
- Children of Heroes of the Armed Forces, children of Labor Heroes, children of Vietnamese Heroic Mothers;
- Children of war invalids with a labor capacity reduction of less than 81%;
- Children of persons with disabilities with a labor capacity reduction of less than 81%;
- Children of individuals awarded with the "Certificate of Policy Beneficiary as War Invalids" with a labor capacity reduction of less than 81%.
(3) Group 3:
- Individuals with either parent from an ethnic minority group;
- Ethnic minorities;
- Students from particularly disadvantaged areas.
Note: Priority points are added to the provincial admission score total on a 10-point scale for each exam subject. Specifically, Group 1: 2.0 points added, Group 2: 1.5 points added, Group 3: 1.0 point added.
