Which agency in Vietnam is responsible for reporting university healthcare?
Based on Clause 3, Article 8 of Circular 33/2021/TT-BYT:

3. Responsibilities of the Department of Health
a) Organize, direct, disseminate, guide, inspect, and supervise the implementation of school healthcare according to the regulations in this Circular within their jurisdiction;
b) Organize professional training for school healthcare staff;
c) Preside, cooperate with the Department of Education and Training, Department of Labor - War Invalids and Social Affairs in budgeting, paying, and settling costs to ensure the healthcare in schools according to the law;
d) Implement the school healthcare reportwithin their jurisdiction to the Ministry of Health (Department of Environment Health Management) before December 20 of the reporting year according to the template prescribed in Appendix No. 01 attached to this Circular.
4. Responsibilities of the Department of Education and Training, Department of Labor - War Invalids and Social Affairs
a) Organize, direct, disseminate, guide, inspect the implementation of school healthcare stipulated in this Circular according to their jurisdiction;
b) Prepare budgets, allocate funds ensuring the implementation of school healthcare submitted for approval to the Department of Finance;
c) Coordinate with the Department of Health to organize professional training for school health staff.
5. Responsibilities of educational institutions
a) Organize the implementation of school healthcare according to this Circular;
b) Develop an annual school health care plan and fully implement all aspects of school healthcare;
c) Assign school health staff, facilities, equipment, conditions to implement school healthcare;
d) Allocate funds, execute payments, settle school healthcare costs according to the laws;
dd) Integrate content on school healthcare propaganda, dissemination into classroom hours, extracurricular programs;
e) Delegate school health staff to participate in professional training about school healthcare;
g) Cooperate with agencies, organizations in implementing school health and epidemic prevention activities at the educational institution;
h) Implement the school healthcare reportto the Department of Health before December 16 of the reporting year according to the template prescribed in Appendix No. 02 attached to this Circular and report contingently as required by competent state agencies.

Thus, according to the above regulations, educational institutions are responsible for reporting to the Department of Health. The Department of Health has the responsibility to report university healthcare within their jurisdiction to the Ministry of Health (Department of Environment Health Management).
Is it necessary for educational institutions in Vietnam to organize regular health check-ups for students?
Healthcare for university students is regulated in Article 3 of Circular 33/2021/TT-BYT as follows:
- Provide first aid and emergency care for students according to regulations, professional technical guidelines on medical examination and treatment when emergency cases arise during study, activities, and practice at the educational institution.
- Organize health check-ups for students when they first enroll and periodically at least once every year.
Monitor, examine the health status of students, identify health risk factors, diseases for prevention, treatment, or referral for treatment according to the law.
- Implement sanitary and epidemic prevention measures in the educational institution.
- Advise students on health-related issues, health risk factors, health promotion, balanced nutrition, physical, mental development, and physical activity.
- Guide safety and hygiene measures, accident, and injury prevention during study and practice.
Thus, one of the healthcare tasks for students of educational institutions is to organize regular health check-ups.
