Is it compulsory to arrange makeup classes for students in Vietnam after taking leave to avoid storms?

Based on Article 3 of Decision 2045/QD-BGDDT in 2024:

Responsibilities for implementation

  1. The Chairman of the Provincial People's Committee, centrally-run cities decide:

a) The school year plan for preschool education, general education, and continuing education appropriate to the local situation.

b) The time for an early start and extending the school year not exceeding 15 days compared to the regulations in Article 1 of this Decision to ensure the completion of the educational program in the case of natural disasters or epidemics. For special cases, report to the Ministry of Education and Training before implementation.

2. The Director of the Department of Education and Training:

a) Decides on student leave due to harsh weather conditions, natural disasters, and arranges makeup classes; ensures teachers' break time during the school year.

b) Reports to the Ministry of Education and Training on:

- The preparation status of the school year and the organization of the opening ceremony of the school year 2024 - 2025 before September 10, 2024;

- Summarizes the implementation of tasks, key solutions for the school year 2024 - 2025, and results of the emulation criteria before June 25, 2025.

Therefore, the Director of the Department of Education and Training must arrange makeup classes for students taking leave to avoid storms.

How many days can lower lower secondary school students in Vietnam take leave?

Based on Article 12 of Circular 22/2021/TT-BGDDT, the conditions for promotion, re-assessment during summer vacation, and non-promotion are as follows:

  1. Students meeting the following conditions will be promoted or recognized as having completed the lower secondary school or high school program:

a) The year's conduct result (including the reassessment result after training during the summer vacation as stipulated in Article 13 of this Circular) is rated at "Pass" or higher.

b) The year's study result (including reassessment results of subjects as stipulated in Article 14 of this Circular) is rated at "Pass" or higher.

c) Absent no more than 45 days in a school year (based on the educational plan of 01 session/day stipulated in the General Education Program, including excused and unexcused absences, continuous or non-continuous absences).

  1. In cases where students need to train during summer vacation, follow the provisions in Article 13 of this Circular; students needing to re-evaluate subjects during summer vacation follow the provisions in Article 14 of this Circular.

  2. Students who do not meet the requirements stipulated in Clause 1 of this Article will not be promoted or recognized as having completed the lower secondary school or high school program.

  3. For students with disabilities: The principal, based on the assessment of students with disabilities according to the provisions of Article 11 of this Circular, considers promotion or recognition of completion of the lower secondary school or high school program for students with disabilities.

Thus, lower secondary school students are allowed to be absent for a maximum of 45 days (based on the educational plan of 01 session/day). The allowed absences include excused, unexcused, continuous, and non-continuous absences.

Do homeroom teachers in Vietnam have the right to permit lower secondary school students to take justified leave?

Based on Article 29 of the Regulations promulgated with Circular 32/2020/TT-BGDDT, the rights of teachers and staff are as follows:

  1. Homeroom teachers, besides the rights specified in Clause 1 of this Article, have the following rights:

a) To attend classes and other educational activities of their assigned students.

b) To participate in meetings of the commendation council and the disciplinary council when dealing with issues related to their assigned students.

c) To attend training sessions and specialized seminars on homeroom work.

d) To permit individual students with justified reasons to take leave for no more than 03 consecutive days.

dd) To have reduced teaching hours as prescribed.

Therefore, homeroom teachers have the right to permit lower secondary school students to take justified leave for no more than 03 consecutive days.
