What is the new driving license template issued by the Ministry of Public Security of Vietnam under Circular 12?
On February 28, 2025, the Ministry of Public Security of Vietnam announced the new driving license template issued in conjunction with Circular 12/2025/TT-BCA.
The new driving license template includes:
The driving license template is a document (printed in Vietnamese and English), including the following information:
- The driving license embryo is made of PET material or materials with equivalent technical standards, featuring pink floral patterns and security symbols, with dimensions of 85.6 x 53.98 x 0.76 mm (according to ICAO standard ID-1);
- On the front of the driving license is the phrase "GIẤY PHÉP LÁI XE/ DRIVER’S LICENSE", "Số/No." in red; the phrases "CÁC LOẠI XE CƠ GIỚI ĐƯỜNG BỘ ĐƯỢC ĐIỀU KHIỂN/CLASSIFICATION OF ROAD MOTOR VEHICLES”, “Ngày trúng tuyển/date of passing driving test” are in bold black; other text is in black.
- The driver's photo, taken with a blue background, is directly printed on the driving license;
- There is a protective film layer covering both sides of the driving license;
- The front of the driving license displays the following information: License number, Driver's name, Date of Birth, Nationality, Issue Date, Expiration Date, Issuing Authority, Place of Residence, Class.
- The reverse side of the driving license displays the following information: Types of road motor vehicles that can be operated (noted in both Vietnamese and English), passing date, with a two-dimensional (QR) code for quick reading and decoding information on the driving license and linking with the traffic police's driving license information system.

What types of vehicles may students in Vietnam operate in traffic?
According to Article 59 of the Road Traffic Order and Safety Law 2024, the following regulations apply:
Age and health requirements of vehicle operators participating in road traffic
1. Age requirements of drivers, operators of heavy-duty vehicles are as follows:
a) People of at least 16 years of age may operate mopeds;
b) People of at least 18 years of age may apply for A1, A, B1, B, C1 driver license and certificate of road traffic law trainings in order to operate heavy-duty vehicles in road traffic;
c) People of at least 21 years of age may apply for C and BE driver license;
d) People of at least 24 years of age may apply for D1, D2, C1E, and CE driver license;
dd) People of at least 27 years of age may apply for D, D1E, D2E, and DE driver license;
e) Operators of passenger motor vehicles (including buses) with a seating capacity of more than 29 people (excluding the driver’s seat), passenger sleeper motor vehicles must not be older than 57 in case of male operators and 55 in case of female operators.
2. Vehicle operators must meet health requirements applicable to the type of vehicles they are allowed to operate. The Minister of Health shall prescribe health standards, and medical examination for drivers, operators of heavy-duty vehicles; periodic medical examination for people working as motor vehicle operators; develop database on health of drivers, operators of heavy-duty vehicles.
3. The Minister of National Defense and Minister of Public Security shall prescribe age requirements for drivers in military forces and police forces performing national defense and security tasks.
Students aged 16 to under 18 may operate motorcycles in traffic.
To operate other types of vehicles in traffic, students must meet age and license requirements as stipulated by law.
What is the educational content regarding road traffic order and safety law for students in Vietnam?
According to Article 4 of Decree 151/2024/ND-CP, the educational content regarding road traffic order and safety law for students in educational institutions is prescribed as follows:
(1) The educational content regarding road traffic order and safety law for children at preschool institutions includes:
- Recognition of road traffic vehicles;
- Recognition of traffic signal lights, the significance of traffic signals and common road signs;
- Safety when walking or riding on road traffic vehicles;
- How to properly wear a helmet;
- Safe play areas;
- Dangers and consequences of not complying with road traffic safety regulations.
(2) The educational content regarding road traffic order and safety law for primary school students includes:
- Recognition of the signals of traffic controllers; traffic lights; common road signs;
- Common road traffic rules; understanding the necessity of complying with road traffic rules;
- How to safely cross the road;
- How to select and properly wear a helmet;
- How to safely get on and off bicycles, scooters, and motorcycles;
- How to familiarize with bicycles and safely operating bicycles;
- Certain skills to prevent road traffic accidents.
(3) The educational content regarding road traffic order and safety law for lower secondary school students includes:
- Road traffic rules;
- Recognition and compliance with road signs;
- How to properly wear a standard helmet and fasten the strap while participating in road traffic;
- Safety while riding on motor vehicles;
- Safely operating bicycles and electric bicycles;
- How to prevent risks and consequences of traffic accidents and handle traffic incidents.
(4) The educational content regarding road traffic order and safety law for upper secondary school students and vocational education students includes:
- Road traffic rules; road signs; safe speed and distance for motor vehicles;
- How to predict and avoid danger;
- Safe operation of motorcycles.
