What is the benefit level of policy scholarships for students following recruitment policies in Vietnam?
According to Article 9 of Decree 84/2020/ND-CP:
- Recipients: Students following recruitment policies; students of preparatory schools or boarding ethnic minority schools; trainees of vocational education institutions for war invalids and people with disabilities.
- Benefit Level:
+ For students studying under recruitment policies, students of preparatory schools or boarding ethnic minority schools; trainees of vocational education institutions for war invalids, and people with disabilities, the scholarship level is 80% of the statutory pay rate per month.
Thus, students following recruitment policies will receive a scholarship equivalent to 80% of the statutory pay rate per month.
What are the procedures and documents required for policy scholarships for students following recruitment policies in Vietnam?
According to Clauses 4 and 5 of Article 9 in Decree 84/2020/ND-CP, the procedures and documents required for policy scholarships are as follows:
* Documents for policy benefits:
- For students following recruitment policies: A commitment form signed by students, confirmed by the school where they are studying (Form No. 01 Download from the Appendix issued along with this Decree);
* Evaluation and scholarship award procedure:
- For students following recruitment policies:
+ Within 15 days from the enrollment date, students must submit documents either directly, by post, or online as prescribed to the Department of Internal Affairs of their registered permanent residence for university and pedagogical college students; or to the Department of Labor, War Invalids, and Social Affairs of their registered permanent residence for other college students excluding those from pedagogical colleges. Each student only needs to submit one set of documents once for scholarship requests during their entire study period at the educational institution;
+ The Department of Internal Affairs, Department of Labor, War Invalids, and Social Affairs will receive, appraise the documents, make lists, estimate budget needs (Form No. 04 Download from the Appendix issued alongside this Decree), and disburse the policy scholarships to students as prescribed. In cases where documents are not conformable, the receiving departments must notify the applicants within 7 working days from the receipt date;
+ Students will receive their policy scholarships directly at the Department of Internal Affairs, Department of Labor, War Invalids, and Social Affairs or via their bank account on a periodic basis.
- For students of preparatory schools and boarding ethnic minority schools:
+ Within 15 days from the enrollment date, students must submit documents to the school where they are studying for the evaluation and award of policy scholarships.
Each student only needs to submit one set of documents once for scholarship requests throughout their entire study period at the educational institution;
+ The educational institution will receive, appraise the documents, compile lists, estimate budget needs (Form No. 04 Download from the Appendix issued along with this Decree), and send them to the managing authority.
In cases where documents are not conformable, the educational institution must notify the applicants within 5 working days from the receipt date;
+ Students will receive their policy scholarships at the educational institution where they are studying on a periodic basis as per the regulations.
- For trainees of vocational education institutions for war invalids and people with disabilities:
+ Within 15 days from the enrollment date, vocational education institutions must inform trainees about the policy scholarships, submission deadlines, and guide them on submitting their documents as prescribed.
Each trainee only needs to submit one set of documents once for scholarship requests during their entire study period at the vocational education institution;
+ For trainees of public vocational education institutions: The principal will organize document evaluation, compile lists, and estimate budget needs for supporting training costs for students (Form No. 04 Download from the Appendix issued along with this Decree) to be presented to the managing authority for approval and consolidated submission to the financial department for approval.
In cases where documents are not conformable, the public vocational education institution must notify the applicants within 5 working days from the receipt date;
+ For trainees of private vocational education institutions: Trainees must submit a request (Form No. 03 Download from the Appendix issued along with this Decree) to the vocational education institution for confirmation within 10 working days from the receipt date and guide them towards submitting the documents to the Department of Labor, War Invalids, and Social Affairs where they have registered permanent residence.
The Department of Labor, War Invalids, and Social Affairs will appraise, approve the list of policy beneficiaries, and estimate budget needs to be presented to the financial department of the same level for approval by the competent authority.
In cases where documents are not conformable, the Department of Labor, War Invalids, and Social Affairs must notify the applicants within 7 working days from the receipt date;
+ If a trainee does not submit sufficient documents as prescribed, they will only receive policy scholarships from the date the vocational education institution or Department of Labor, War Invalids, and Social Affairs receives complete documents as per the regulations. There will be no retroactive scholarship payments for time periods before the submission of complete documents.
