What is the level of support for living expenses and tuition fees for pedagogy students in Vietnam?
According to Article 4 of Decree 116/2020/ND-CP, the level of support is stipulated as follows:
Support Level and Duration
- Support level:
a) Pedagogy students receive state support for tuition fees at the tuition rate of the teacher training institution they attend;
b) Pedagogy students receive state support of VND 3.63 million/month to cover living expenses during their study period at the school.
- The duration of support for tuition fees and living expenses is determined by the actual months of study at the school according to regulations, but no more than 10 months per academic year. In the case of credit-based teaching, the teacher training institution may adjust the support level to suit the credit system. The total support budget for the entire course based on the credit system does not exceed the annual-based course support level.
Thus, the support level for pedagogy students is as follows:
- Tuition: students receive support for tuition fees equivalent to the tuition rate of the teacher training institution they attend;
- Living expenses: VND 3.63 million/month.
Do graduates in pedagogy need to reimburse the support for tuition and living expenses in Vietnam?
According to Article 6 of Decree 116/2020/ND-CP, the reimbursement of support costs is regulated as follows:
Reimbursement of Support Costs
- Subjects required to reimburse the support for tuition fees and living expenses include:
a) Pedagogy students who have benefited from the policy but do not work in the education sector within 2 years from the date the graduation decision is issued;
b) Pedagogy students who have benefited from the policy and worked in the education sector but did not meet the required working time according to point a, clause 2 of this Article;
c) Pedagogy students benefiting from the policy who switch to another major during training, voluntarily drop out, fail to complete the training program, or are disciplined and expelled.
- Subjects not required to reimburse the support for tuition fees and living expenses include:
a) Within 2 years from the date the graduation decision is issued, pedagogy students work in the education sector and have a working time at least twice the training time calculated from the date of recruitment;
b) Pedagogy students after graduation are working in the education sector but have not yet met the required time under point a, clause 2 of this Article and are reassigned by competent state agencies to work outside the education sector;
c) Pedagogy students after graduation continue to be assigned, tasked, or tendered to further education at a higher level and continue to work in the education sector for the period stipulated in point a, clause 2 of this Article.
- Pedagogy students temporarily stopping their studies, being temporarily suspended from their studies will not be eligible for support policies during the stop or suspension period.
- Pedagogy students temporarily stopping their studies due to illness, accidents, repeating classes, being detained (not more than once), or stopping for other reasons not due to discipline or voluntary drop out, allowed by the teacher training institution to continue their studies according to regulations, will continue to receive the support policies stipulated in this Decree, but the support duration will not exceed the maximum time to complete the training program.
Thus, pedagogy students after graduation must reimburse the support for tuition and living expenses if they fall into the following cases:
- Not working in the education sector within 2 years from the date the graduation decision is issued;
- Working in the education sector but not meeting the required working time.
Pedagogy students after completing the program and being recognized as graduating, if not falling into the stated cases, are not required to reimburse the support for tuition and living expenses.
