What is the 1st-semester preliminary report template for the 2024 - 2025 school year? What are the instructions on preparing the 1st-semester preliminary report for continuing education in Vietnam?
After ending the first semester, Continuing Education institutions must prepare a 1st-semester preliminary report. Currently, there are no universal regulations on preparing this report. Continuing Education institutions can refer to the guidance from the Department of Education and Training of Ho Chi Minh City as follows:
(1) The 1st-semester preliminary report from the center includes 3 files according to the attached templates (template 1, template 2, and template 3)
Centers are to submit their reports online, including:

How many assessment forms are there in the Continuing Education Program in Vietnam?
Under the Continuing Education Program for the upper secondary level issued with Circular 12/2022/TT-BGDDT, there are two forms of assessment for the Continuing Education Program at the upper secondary level. To be specific:
(1) Regular assessment is conducted throughout the teaching process, organized by the subject teacher; assessment forms include teacher assessment of students, peer assessment among students, and self-assessment by students.
For regular assessment, teachers can base it on daily observations and notes on students, students’ responses to questions or presentations, tests, literary analysis and feedback writing, project material collection, research assignments, etc.
(2) Periodic assessment is conducted at the end of the semester and the end of the grade level, organized by the educational institution to manage teaching activities, ensure education quality, and aid in program and material development. Periodic assessment is usually through tests or written exams.
Tests or exams may require essay writing (one or more questions); it may combine objective multiple-choice questions and essay questions (open questions) to evaluate reading comprehension and require writing an essay on a specific topic learned in the program.
An oral examination (to assess speaking and listening) can be used if deemed necessary and feasible. In evaluating students' end-of-year or end-of-grade performance, there needs to be innovation in assessment methods (question structure, question phrasing, difficulty resolution, etc.); utilizing resources that ensure assessment accurately measures students’ abilities, overcoming the issue of students merely memorizing or copying available materials; avoiding reusing previously learned texts to accurately assess reading comprehension and analysis, and appreciation of literary works.
(3) The assessment ensures the principle that students can express and demonstrate qualities, language skills, literary abilities, figurative thinking, logical thinking, personal thoughts, and feelings; encouraging essays with individuality and creativity. Students should be guided to understand the objectives, methods, and criteria used to evaluate these qualities and abilities.
What are the quality assurance and accreditation activities of Vocational Education - Continuing Education Centers in Vietnam?
Under Article 16 of the Regulation on the Organization and Operation of Vocational Education - Continuing Education Centers issued with Circular 01/2023/TT-BGDDT, the quality assurance and accreditation activities of Vocational Education - Continuing Education Centers include:
(1) Advising the local party branch and government to develop and progress plans in each phase so that the Center achieves educational quality accreditation.
(2) Organizing self-assessments, registering for external assessments; proposing recognition for educational quality accreditation when the Center meets the assessment standards as regulated.
(3) Based on external assessment results, supplementing, and completing self-assessment reports; implementing quality enhancement plans from the self-assessment report, recommendations from the external assessment team, and instructions from the managing agency. Annually, report quality enhancement results to the direct educational management agency for guidance, direction, inspection, and supervision.
(4) Fully preparing dossiers, data related to the Center's activities, and necessary conditions to facilitate external assessments; responding to draft reports on external assessments within deadlines.
(5) Upholding and promoting accreditation results to Regularly raise quality.
