Fortunately, the Tortoise swam up, instructing the Hare to climb on its back, and carried the Hare ashore. The Hare accepted defeat.

The Hare and the Tortoise shook hands, acknowledging that everyone has their strengths, and no one should look down on another. From then on, the Hare and the Tortoise continued to be close friends in the forest, lovingly assisting each other without competing anymore.

The tale of the Old Man and the Golden Fish ends with the elderly couple returning to their original, broken-down trough.

She turned to him and apologized, and he knew she had returned to her original gentle and kind nature. He held her hand tightly and advised her, and she promised him to start anew. It was all just a dream. From then on, the elderly couple lived happily together, diligently working. Starting again with the trough, their life gradually improved. Once they became well-off, the wife lost her greedy nature, learned to share and help others, and was loved and praised by everyone, and they lived happily ever after.

What are the responsibilities of relevant regulatory bodies, organizations, and individuals in developing the reading culture in Vietnam?

Under Article 47 of the Library Law 2019, the responsibilities of relevant regulatory bodies, organizations, and individuals in developing the reading culture in Vietnam are:

- Publishing authorities, publishing bodies and press authorities shall submit publications and journalistic publications to libraries according to regulations of publishing laws and press laws.

- Vietnamese citizens defending their doctoral theses domestically or overseas; and foreign citizens defending their doctoral theses in Vietnam shall submit such theses to the National Library of Vietnam according to regulations in this Law and other relevant regulations of laws.  

- Teachers of educational institutions shall cooperate with library staff in giving instructions on how to use information resources and library utilities for learning and research purposes to learners.

- Socio-professional organizations for libraries established and operating under laws on associations shall:

+ Participate in development of libraries;

+ Cooperate with competent authorities in disseminating regulations of laws, policies and scientific achievements concerning library science of Vietnam and other countries;

+ Advise on formulation of standards for libraries, quality of library services and promotion of reading culture;

+ Participate in development of code of professional conduct for libraries and encourage compliance therewith from their members.

What are the rules for the use of funding for the Scheme on promotion of the reading culture in the community in Vietnam?

According to subsection 2 of Section 4 in Decision 329/QD-TTg of 2017 approving the Scheme on the promotion of the reading culture in the community until 2020, with orientations towards 2030, the rules for utilizing funding and financial mechanisms are as follows:

- The central budget shall continue to assist fulfillment of tasks determined in the Scheme.

- The local budget shall continue to assist fulfillment of tasks determined in the Scheme, focusing on the development of facilities, personnel and other relevant activities suitable for different conditions of each province.

- The use of the funding shall continue to be combined with other relevant programs and Schemes.

- All private sectors shall be mobilized and used effectively to participate in execution of the Scheme.
