6.3. Change in the place of Party activities.
6.3.1. Formal change in the place of Party activities.
a) Communist Party members who are officially decided by authorized levels to transfer their work to a new unit, retire, go on disability leave, resign, return to civilian life, or change their long-term residence must, within 60 working days from the date the decision takes effect or the change of residence, complete the procedures for formal change in the place of Party activities.
b) When Communist Party members make formal change in the place of Party activities out of district or provincial CPV committees (and equivalents), it is the responsibility of the district CPV committee (and equivalents) from which the member is transferring to handle the procedures for recommending the membership transfer. For Communist Party members from province-affiliated grassroots CPV committees (and equivalents) making formal change in the place of Party activities, the organizational committee of the provincial CPV committee (and equivalents) will handle the recommendation procedures for the transfer.
c) Within 30 working days from the date of introduction for change in the formal place of Party activitie, the communist party member must present the introduction document to the CPV committee at the new location to resume party activities. If this time limit is exceeded, the member or the CPV organization involved must report specific reasons for consideration and action by the competent CPV committee.
d) In making formal change in the place of Party activities for a communist party member, the CPV committee where the member is currently active and working completes all procedures, seals the records, and hands them directly to the member to report to the CPV organization for handling the introduction and reception of party activities in accordance with the Central Organizing Committee's guidelines.
dd) Communist party members under inspection, investigation, or pending resolution of complaints, and denunciations cannot make change in the formal place of Party activities.
6.3.2. Temporary change in the place of Party activities.
a) When party members change their residence or workplace for a period from 3 months to under 1 year or are sent to study at domestic training institutions from 3 months to 2 years and subsequently return to their previous unit, they must complete procedures for temporary change in the place of Party activities from the CPV committee or cell where they hold formal membership to the CPV committee or cell of the new workplace, study place, or residence. Special cases are regulated by the Secretariat.
b) Communist Party members with temporary change in the place of Party activities have duties and rights:
- At the place of formal membership: fully perform duties and rights as stipulated in Articles 2 and 3 of the Communist Charter of the Communist Party of Vietnam; at the temporary place of Party activities, except for voting, candidacy, and election rights.
- If it is necessary to extend the period of temporary membership, the member must report to the CPV committee of the temporary place of Party activities for an extension while also reporting to the CPV organization of the formal place of Party activities.
c) Communist Party members with temporary membership are not counted in the membership number of the CPV committee at the temporary location but rather in the membership number of the formal CPV committee; they pay party dues to the cell of the temporary membership.
CPV committee members who transfer temporarily retain their status as committee members at their formal place of Party activities.
d) If three or more formal party members transfer temporarily to attend classes or sessions at training institutions or to work on a secondment in a unit, the CPV committee receiving the members will decide on forming a temporary cell and appoint its committee, secretary, and deputy secretary.
The mission of the temporary cell is to lead the party members in the cell in implementing the resolutions of higher-level CPV committees, managing party members, collecting, and submitting party dues, and carrying out specific tasks assigned by higher-level CPV committees.
6.3.3. Change in the place of Party activities abroad.
Management, transfer, and organization of party activities for party members abroad follow the regulations of the Secretariat and some additional provisions as follows:
a) Probationary Communist Party members living individually abroad, upon completing their probation period, must make a self-assessment on their communist party member qualifications and performance of tasks assigned during their individual membership period. The CPV committee directly managing party members abroad will, based on the assessments, decide on confirming official membership.
b) For special locations abroad lacking the minimum three official members required to form a cell, a provisional cell (comprised of three or more members, including both official and probationary) can be established, with a cell secretary appointed by the senior CPV committee.
c) Functions and duties of different types of cells and tasks for party members abroad are implemented following the regulations of the Secretariat and guidance by the Central Organizing Committee.
6.3.4. Change in the place of Party activities upon transfer, establishment, division, and merger of CPV cells, CPV committees.
When authorized levels decide on transferring, establishing, dividing, or merging a cell or CPV committee from one CPV committee to another within or outside a province (and equivalents), it is the responsibility of the superior committee where the cell or CPV committee is transferred to handle the transfer procedures of the organization and collective party membership for members; the superior committee at the receiving end is responsible for receiving organization and membership activities for members.
6.3.5. Change in the place of Party activities upon dissolution or disbanding of a CPV organization due to disciplinary action.
After an authorized-level CPV committee decides to discipline by dissolving or disbanding a cell or CPV committee, within 30 working days, the immediate superior committee of the dissolved organization retrieves records, seals, and completes procedures for Change in the place of Party activities for members.

Thus, change in the place of Party activities involves the situation where communist party members, instead of being active at the place managing them, transfer to another place (new residence or workplace) and are managed by the Communist Party of Vietnam at the new location.

Admission to the Communist Party of Vietnam relies on voluntary spirit and conditions as outlined in the Charter of the Communist Party of Vietnam, requiring competence, responsibility, and recognition as an exemplary individual trusted by the people, allowing consideration for admission to the Communist Party of Vietnam.
Therefore, public upper secondary school teachers can be considered for admission to the Communist Party of Vietnam if they meet the necessary conditions.
