Under Article 6 of Circular 28/2009/TT-BGDDT supplemented by Clause 5, Article 1 of Circular 15/2017/TT-BGDDT, the teaching norms for teachers in Vietnam are regulated as follows:
- The teaching norm for primary school teachers is 23 lessons, for lower secondary school teachers is 19 lessons, and for upper secondary school teachers is 17 lessons.
- The teaching norm for teachers of boarding ethnic secondary schools is 17 lessons at the lower secondary level, 15 lessons at the upper secondary level.
- The teaching norm for teachers of semi-boarding ethnic secondary schools is 21 lessons at the primary level, 17 lessons at the lower secondary level.
- The teaching norm for teachers at schools or classes for people with disabilities is 21 lessons for primary school teachers, 17 lessons for lower secondary school teachers.
- The teaching norm for teachers at pre-university schools is 12 lessons.
- Teachers serving as Leaders of the Ho Chi Minh Young Pioneer Organization at a Rank I school teach 2 lessons per week; at a Rank II school, they teach 1/3 of the teaching norm; at a Rank III school, they teach 1/2 of the teaching norm of teachers at the same level of education. The ranking of schools follows the current regulations.

Under Article 9 of Circular 28/2009/TT-BGDDT as amended by Clause 9, Article 1 of Circular 15/2017/TT-BGDDT, the reduction of teaching norms for general education teachers who concurrently perform CPV duties in schools are as follows:

- Teachers concurrently serving as CPV Committee Secretary, CPV Cell Secretary, or President of the trade union at Rank I schools are entitled to a reduction of 4 lessons/week; other schools are entitled to a reduction of 3 lessons/week.
- Teachers concurrently serving as Secretary or Deputy Secretary of Ho Chi Minh Communist Youth Union at the school level enjoy policies according to Decision No. 61/2005/QD-TTg dated March 24, 2005, of the Prime Minister of Vietnam on policies for officials of the Ho Chi Minh Communist Youth Union, Vietnam Students' Association, and Vietnam Youth Federation in universities, colleges, vocational schools, and secondary schools.
- Teachers concurrently serving as Chairman of the School Council and Secretary of the School Council are entitled to a reduction of 2 lessons/week.
- Teachers concurrently serving as Head of School People's Inspectorate are entitled to a reduction of 2 lessons/week.
- To ensure the quality of teaching and work, no teacher assumes more than 2 concurrent positions and will be entitled to the teaching norm reduction of the position with the highest reduction.
Thus, general education teachers who concurrently perform CPV duties in schools are entitled to a reduction of 4 lessons/week for Rank 1 schools and 3 lessons/week for other schools.
Additionally, each teacher should not assume more than 2 concurrent positions and will be entitled to the teaching norm reduction of the position with the highest reduction to ensure the quality of teaching and work.

What are the duties of primary school teachers in Vietnam?
Under Article 27 of the Primary School Regulations issued with Circular 28/2020/TT-BGDDT, the duties of primary school teachers in Vietnam are as follows:
- Implement the general education program at the primary level and the school's educational plan; proactively execute and be responsible for the educational plan; be autonomous and responsible for performing professional tasks (content, educational methods, student assessment) and the educational quality and effectiveness for each student under their responsibility, ensuring compliance with the education program and suitable to the students' characteristics and specific school conditions.
- Participate in developing the educational plan of the professional group and the school; regularly update industry directives; prepare, organize teaching, and assess students as prescribed; carry out other professional activities.

- Perform self-assessment according to the professional standards for teachers; engage in self-study, and self-improvement to enhance professional capacity; undertake regular teacher training as required; exchange and share professional knowledge with colleagues inside and outside the school during professional activities and training sessions.
- Apply information technology in teaching, learning, and professional activities; be creative and flexible in making teaching aids.
- Participate in selecting textbooks according to regulations; suggest the school to provide reference publications and teaching equipment as required, and appropriate for use in teaching.
- Take part in educational quality assurance.
- Participate in the implementation of compulsory education, educational universalization, and literacy eradication in the locality.
- Coordinate with the Ho Chi Minh Young Pioneer Organization, students' families, the community, and related social organizations to fulfill educational tasks.
- Manage and organize the implementation of the educational plan at the school site when assigned by the principal.
- Perform other tasks according to the law and as assigned by the principal.
