What are the teaching period norms for teachers in pre-university schools in Vietnam?

Based on Article 6 of Circular 28/2009/TT-BGDDT (supplemented by Clause 5 of Article 1 of Circular 15/2017/TT-BGDDT) on the teaching norm for teachers:

The teaching norm is the number of theoretical or practical periods each teacher must teach in a week. To be specific:

1. The teaching norm for primary school teachers is 23 periods, for lower secondary school teachers is 19 periods, for upper secondary school teachers is 17 periods;

2. The teaching norm for teachers at ethnic boarding schools is 17 periods at the lower secondary level and 15 periods at the upper secondary level;

The teaching norm for teachers at semi-boarding ethnic schools is 21 periods at the primary level and 17 periods at the lower secondary level;

The teaching norm for teachers at schools or classes for the disabled is 21 periods for primary school teachers and 17 periods for lower secondary school teachers.

2a. The teaching norm for teachers at pre-university schools is 12 periods.

3. Teachers acting as headmasters of the Ho Chi Minh Young Pioneer Organization at grade I schools teach 2 periods a week, at grade II schools teach 1/3 of the teaching norm, at grade III schools teach 1/2 of the teaching norm of teachers of the same educational level. The classification of general education schools follows current regulations.

Thus, according to the above regulation, the teaching norm for teachers at pre-university schools is 12 periods.

How many teaching periods are homeroom teachers in pre-university schools in Vietnam reduced?

Based on Article 8 of Circular 28/2009/TT-BGDDT (supplemented by Clause 8 of Article 1 of Circular 15/2017/TT-BGDDT) on the policies for reducing the teaching norm for teachers concurrently performing specialized tasks:

- Class headteachers at the primary level are reduced by 3 periods/week, at the lower secondary and upper secondary levels are reduced by 4 periods/week.

- Class headteachers at ethnic boarding schools at the lower secondary and upper secondary levels are reduced by 4 periods/week. Class headteachers at specialized schools and semi-boarding schools are reduced by 4 periods/week. Class headteachers at schools or classes for the disabled are reduced by 3 periods/week.

- Class headteachers at pre-university schools are reduced by 3 periods/week.

- Teachers in charge of subject classrooms are reduced by 3 periods/subject/week.

- Teachers concurrently in charge of school-wide extracurricular activities, physical education, school gardens, school workshops, equipment rooms, or libraries (if these tasks do not have a specialized staff member) are reduced by 2 - 3 periods/week depending on the workload as decided by the principal.

- Subject group leaders are reduced by 3 periods/week.

- Deputy subject group leaders are reduced by 1 period/week.

- Teachers concurrently heading functional departments at pre-university schools are reduced by 3 periods/week;

Teachers concurrently deputy heads of functional departments at pre-university schools are reduced by 1 period/week.

Thus, according to the above policies for reducing the teaching norm, class headteachers at pre-university schools are reduced by 3 periods/week.

What are the duties of pre-university school teachers in Vietnam?

Based on Clause 1 of Article 4 of Circular 22/2023/TT-BGDDT on the duties of pre-university school teachers at level 3:

(1) pre-university school teachers at level 3 - Code: V.07.07.19:

- Participate in developing the educational plan of the subject group; participate in developing materials and learning aids to implement the pre-university preparation education program;

- Teach and organize educational activities for students according to the approved educational plan;

- Innovate teaching methods to enhance students' abilities and qualities, and foster self-learning capabilities;

- Conduct activities to evaluate students' learning and training outcomes according to regulations; participate in managing boarding students; participate in the school's admission tasks;

- Participate in implementing scientific research projects; apply scientific research results in teaching and educating students;

- Participate in psychological counseling and career guidance for students; organize activities to preserve and develop national cultural heritage, and school competitions; organize or participate in competitions or contests for students or teachers;

- Complete mandatory training programs; self-train to improve professional abilities;

- Perform other duties assigned by the principal.

(2) pre-university school teachers at level 2 - Code: V.07.07.18:

Based on Clause 1 of Article 5 of Circular 22/2023/TT-BGDDT regulating the duties of pre-university school teachers at level II as follows:

- Duties of teachers at level 3.

- Participate in developing the school's educational plan or participate in evaluating and reviewing the school's materials and learning aids to implement the pre-university preparation education program;

- Participate in professional and vocational evaluations for pre-university school teachers;

- Lead professional development activities and workshops in the subject group;

- Lead school-level scientific research projects; participate in evaluating or guiding colleagues in school-level scientific research;

- Support colleagues in psychological counseling and career guidance for pre-university preparation students; actively propose activities to preserve and develop national cultural heritage within the school; participate in evaluating and guiding students or teachers in various school competitions or contests.

(3) pre-university school teachers at level 1 - Code: V.07.07.17:

Based on Clause 1 of Article 6 of Circular 22/2023/TT-BGDDT regulating the duties of pre-university school teachers at level 1 as follows:

- Duties of teachers at level 2.

- Lead the compilation or evaluation of the school's educational plan or materials and learning aids to implement the pre-university preparation education program;

- Lead professional and vocational evaluations for teachers at pre-university schools;

- Lead the development of professional development content for the school; act as a trainer in training courses or workshops for pre-university school teachers;

- Lead the evaluation and review of scientific research projects;

- Lead activities to preserve and develop national cultural heritage within the school;

- Participate in evaluating the professional development and self-training results of pre-university school teachers.
