Under Clause 1, Article 11 of Decree 71/2020/ND-CP, the regulation is as follows:

Reimbursement of training costs

1. Teachers who are sent for training to improve their standardized educational qualifications must reimburse training costs if they fall into one of the following cases:

a) Unilaterally quit studying, quit working, or terminate the employment contract during training;

b) Have no diploma issued by the training institutions, except in cases of force majeure reasons verified by a competent authority;

c) Have completed and been awarded graduation certificates but quit working or terminate the employment contract before serving the committed period as stipulated at point b, clause 2, Article 10 of this Decree.

2. The reimbursement costs, calculation of reimbursement costs, procedures, and reimbursement processes follow the current legal provisions applicable to officials and public employees.

Therefore, teachers who have obtained diplomas from training courses to improve their standardized educational qualifications in Vietnam are not required to reimburse training costs. If they fall into a situation such as quitting or terminating the employment contract before serving the committed period as stipulated at point b, clause 2, Article 10 of Decree 71/2020/ND-CP, they must reimburse the costs.

Under Clause 1, Article 2 of Decree 71/2020/ND-CP on the roadmap to improve the standardized educational qualifications of preschool, primary, and lower secondary school teachers:

Persons required to improve standardized educational qualifications

1, Preschool teachers who have not obtained a college degree in pedagogy or higher, calculated from July 1, 2020, still have at least 07 years of service (84 months) until the retirement age as prescribed.

2. Primary school teachers who have not obtained a bachelor's degree in primary school teacher training or a relevant bachelor's degree with a certificate of pedagogy training or higher, calculated from July 1, 2020, still have at least 08 years of service (96 months) for teachers with intermediate level, or 07 years of service (84 months) for teachers with college-level until the retirement age as prescribed.

3. Lower secondary school teachers who have not obtained a bachelor's degree in pedagogy training or a relevant bachelor's degree with a certificate of pedagogy training or higher, calculated from July 1, 2020, still have at least 07 years of service (84 months) until the retirement age as prescribed.

Therefore, losing a degree is not a basis for requiring them to improve their standardized educational qualifications. Instead, lower secondary school teachers who have not obtained a bachelor's degree in pedagogy training or a relevant bachelor's degree with a certificate of pedagogy training or higher, calculated from July 1, 2020, still have at least 07 years of service (84 months) until the retirement age as prescribed are required to improve their standardized educational qualifications.

What are the regulations on developing the plan for implementing the roadmap to improve standardized educational qualifications of teachers in Vietnam?

Under Clause 2, Article 8 of Decree 71/2020/ND-CP on the roadmap to improve the standardized educational qualifications of preschool, primary, and lower secondary school teachers:

- The Ministry of Education and Training issues 5-year plans according to the roadmap 2020 - 2025 and 2026 - 2030, and sends them to the provincial People's Committee as a basis for building annual plans;

- Annually, preschool and general education institutions develop plans, send them to the Division of Education and Training for compilation, advise the district-level People's Committee to issue plans, and send them to the Department of Education and Training, Department of Education - Science and Technology Bac Lieu (hereinafter collectively referred to as the Department of Education and Training);

The provincial People's Committee issues annual plans on the advice and proposal of the Department of Education and Training, based on the plans of the Ministry of Education and Training and the annual plans of the district-level People's Committee;

- The provincial People's Committee sends the plan to the Ministry of Education and Training for compilation, monitoring, and implementation guidance.
