This is a basic, crucial, and vital content in the work of building and rectifying the Party; it is the foremost important task for the entire Party, army, and people, with the propaganda forces at all levels playing a core role; it is the voluntary and regular work of party committees, party organizations, government, the Vietnam Fatherland Front, and political-social organizations at all levels; of each locality, agency, unit, and every official, party member, especially the leaders. ... * Content: Identifying hostile forces attacking the ideological foundation of the Communist Party today. Firstly, the hostile forces include both theorists and practitioners in countries involved in the ideological struggle between socialism and capitalism. Even in developed capitalist countries, political activists within the ruling class who hold capitalist ideologies in a traditional sense and those who hold socialist ideas also struggle against each other. This struggle occurs not only in our country but worldwide. Secondly, the extremist Vietnamese overseas who always attract and cooperate with opponents and dissidents in the country to form organizations like Viet Tan, Vietnam Restoration, The Vietnamese Dynasty, etc. Thirdly, some officials and party members (including some who have held mid and high-level positions in our country's political system) have ideologically degenerated, “self-evolved,” “self-transformed.” This force is insidious and complex; while not hard to identify, they are challenging to combat. These individuals betray the past and ideals, often due to dissatisfaction or disagreement with certain specific policies and behaviors of the agencies and units where they work. ... Some primary contents and methods of hostile forces' sabotage. Regarding sabotage content: Firstly, denying Marxism-Leninism Secondly, denying Ho Chi Minh's ideology Thirdly, attacking the views, guidelines, and policies of the Communist Party and the laws of the state in all fields Fourthly, denying the significant historical achievements we have attained under the leadership of the Communist Party Regarding sabotage methods: They use mass media, especially publishing newspapers overseas, producing tapes, and videos sent back home; funding some foreign media agencies specialized in opposing Vietnam to slander Vietnam They particularly exploit the Internet and social media to sabotage; taking advantage of management mistakes to incite illegal demonstrations and distort. They organize seminars to review historical issues; although quiet and long-term, these actions are extremely harmful. They attack from within, denying the achievements of agencies and units, and incite assaults on the past. Some tasks and solutions to protect the ideological foundation of the Communist Party, combating false and hostile views within the Communist Party: Firstly, focusing on renovating to enhance the quality and effectiveness of political education and ideological work. Secondly, renewing the content and methods to improve the quality and efficacy of propagating Marxism-Leninism, Ho Chi Minh thought, and the Party's policies and laws of the state. Thirdly, promoting the role of the press and media Fourthly, strengthening the leadership and direction of inspection, supervision, and organizing the implementation of inspection and supervision of party organizations and members in adhering to the political platform, the party's charter, resolutions, and regulations, and resolutely dealing promptly, strictly with violations. Fifthly, tightening discipline within the Party. Solutions against disruptive forces: Firstly, leadership in countering arguments denying Marxism-Leninism. Secondly, leadership in countering arguments attacking Ho Chi Minh's ideology. Thirdly, leadership in countering and exposing arguments attacking the views, guidelines, and policies of the Communist Party; the laws of the state Fourthly, leadership in countering arguments denying significant historical achievements under the leadership of the Communist Party. Fifthly, leadership in combating the distortion of history, countering arguments “rewriting history,” debasing idols, and slandering senior leaders. ... Personal Reflection: As a teacher tasked with the noble mission of educating the younger generation, I am always aware that absolute loyalty to the Party's line and the state's laws is essential. Setting an example in all my actions before students, parents, and residents. Not listening to or following false propaganda about the Party's policies and the state's laws. Living simply, frugally, always studying and following Ho Chi Minh's moral example. Using social networks such as Facebook, the Internet, etc., responsibly to serve my professional work. Actively identifying and combating the schemes, tactics, and actions of hostile, reactionary forces, from writing articles on social media that distort Marxism-Leninism, Ho Chi Minh thought, and the views and policies of the Party and our State, slandering senior leaders to acts such as calling for gatherings, inciting protests, causing trouble, insulting, cursing indiscriminately, breaking the law... to provoke authorities and functional forces to “suppress” and recording video clips, taking photos, live streaming to slander the government... Implemented according to Regular Training Programs issued by the Minister of Education and Training (hereinafter collectively referred to as Regular Training Programs), including:
[1] Regular Training Program for teachers and administrators of preschool educational institutions;
[2] Regular Training Program for teachers and administrators of general education institutions;
[3] Regular Training Program for teachers of continuous education centers.
What conditions should the compilation of materials suitable for regular teacher training organization in Vietnam meet?
Based on Point d, Clause 1, Article 7 of the Regular Training Regulations for teachers, administrators of preschool educational institutions, general education institutions, and continuous education center teachers (Regulations) issued together with Circular 19/2019/TT-BGDDT, regular training materials must be compiled to suit the types of regular training organization as follows:
- Regular training centralized materials: To be compiled and distributed in the form of publications, audio tapes, video tapes, and other information storage devices ensuring compliance with the Regular Training Program and the provisions of these Regulations.
- Regular training distance materials: To be compiled in the form of instructional materials that ensure the provision and transmission of full content, required achievements of the Regular Training Program, allowing learners to self-study and self-train as stipulated in these Regulations.
(audio and video tapes; radio programs, television programs; printed books, teaching and learning guides with computer assistance; online exercises and remote conference discussions; virtual, simulated, and real-life internships or other appropriate learning materials)
