Summary of public preschool teacher salaries in Vietnam from July 1, 2024

According to Article 8 of Circular 01/2021/TT-BGDDT, the current salary placement for public preschool teachers is as follows:

Officials appointed to the professional titles of preschool teachers as specified in Circular 01/2021/TT-BGDDT will be applied the corresponding salary scale issued alongside Decree 204/2004/ND-CP regarding salary policies for officials and public employees and armed forces personnel. To be specific:

- Grade 3 Preschool Teacher, code V.07.02.26, applies the salary coefficient of public employee class A0, from a salary coefficient of 2.10 to a salary coefficient of 4.89;

- Grade 2 Preschool Teacher, code V.07.02.25, applies the salary coefficient of public employee class A1, from a salary coefficient of 2.34 to a salary coefficient of 4.98;

- Grade 1 Preschool Teacher, code V.07.02.24, applies the salary coefficient of public employee class A2, group A2.2, from a salary coefficient of 4.0 to a salary coefficient of 6.38.

The salary of preschool teachers will be the salary coefficient multiplied by the statutory pay rate; on June 30, 2024, the Government of Vietnam issued Decree 73/2024/ND-CP stipulating the statutory pay rate and reward policies for officials and public employees and armed forces personnel. The statutory pay rate from July 1, 2024, is 2,340,000 VND/month.

According to Article 3 of Circular 07/2024/TT-BNV, the salary calculation is as follows:

Salary = 2,340,000 VND x Salary Coefficient

Therefore, the current salary of public preschool teachers is as follows:

- For Grade 3 Preschool Teacher:

- Lowest salary is 2.1 x 2,340,000 VND = 4,914,000 VND.- Highest salary is 4.89 x 2,340,000 VND = 11,442,600 VND.

- For Grade 2 Preschool Teacher:

- Lowest salary is 2.34 x 2,340,000 VND = 5,475,600 VND.- Highest salary is 4.98 x 2,340,000 VND = 11,653,200 VND.

- For Grade 1 Preschool Teacher:

- Lowest salary is 4.0 x 2,340,000 VND = 9,360,000 VND.- Highest salary is 6.38 x 2,340,000 VND = 14,929,200 VND.

What are the regulations on appointments to professional titles of preschool teachers in Vietnam?

Based on Article 7 of Circular 01/2021/TT-BGDDT (amended by Clause 9, Article 1 of Circular 08/2023/TT-BGDDT), appointments to professional titles of preschool teachers are as follows:

- Officials previously appointed to the professional titles of preschool teachers as per Joint Circular 20/2015/TTLT-BGDDT-BNV (now invalid and replaced by Circular 01/2021/TT-BGDDT) will be appointed to the professional title of preschool teachers as per this Circular as follows:

- Appointed to the professional title of Grade 3 Preschool Teacher (code V.07.02.26) for Preschool Teacher Rank 4 (code V.07.02.06) who meets the educational standards for Grade 3 Preschool Teacher (code V.07.02.26);

- Appointed to the professional title of Grade 3 Preschool Teacher (code V.07.02.26) for Grade 3 Preschool Teacher (code V.07.02.05);

- Appointed to the professional title of Grade 2 Preschool Teacher (code V.07.02.25) for Grade 2 Preschool Teacher (code V.07.02.04).

- Grade 2 Preschool Teacher (code V.07.02.25) will be appointed to the professional title of Grade 1 Preschool Teacher (code V.07.02.24) when determined to pass the exam or review to be promoted from Rank 2 to Rank 1.

Will the appointment to preschool teacher professional titles be based on the educational level for higher-ranked professional titles in Vietnam?

Based on Article 6 of Circular 01/2021/TT-BGDDT, the principle of appointing preschool teacher professional titles is as follows:

- The appointment of the professional titles for preschool teachers specified in this Circular must be based on the job position being held and must meet the standards of the professional title stipulated in Articles 3, 4, 5, and stated in Article 7 of Circular 01/2021/TT-BGDDT (amended by Clause 9, Article 1 of Circular 08/2023/TT-BGDDT).

- When appointing preschool teachers from the professional title according to Joint Circular 20/2015/TTLT-BGDDT-BNV (now invalid and replaced by Circular 01/2021/TT-BGDDT) on September 14, 2015, by the Ministry of Education and Training and the Ministry of Home Affairs stipulating the code, standards of professional titles of preschool teachers (hereinafter referred to as Joint Circular 20/2015/TTLT-BGDDT-BNV) to the professional title according to this Circular, it is not combined with the promotion of professional titles.

- The basis of education level is not used for appointment to higher professional titles for newly recruited preschool teachers.

Therefore, according to the above regulations, the educational level is not considered for appointment to higher professional titles than the recruited professional title for newly recruited preschool teachers.
