Based on Clause 2, Article 3 of Decree 81/2021/ND-CP stipulating tuition as follows:
Explanation of terms
- Service price in the field of education and training refers to the amount of money that users have to pay for each service in the field of education, training, and vocational education, including: tuition (according to educational levels and training qualifications) and prices of other services in the field of education, training (admission service price; education quality accreditation service price; price of issuing various diploma and certificate blanks; service prices for training support and human resource supply through the research and formulation of strategies, policies, plans, and human resource training according to social demands; investigation, analysis, and human resource demand forecast service prices through connecting training institutions with employing units to exploit resources for training and developing human resources; prices of fostering services for educators and educational managers; consulting services for organizations and individuals to build plans, and development plans for human resources, participate in fostering and developing necessary skills for learners; prices of other services supporting educational and training activities).
- Tuition is the amount of money that learners must pay to cover part or all of the costs of educational and training services. The tuition fee level is determined according to the roadmap to ensure the cost of educational and training services regulated in this Decree.

Based on the provisions of Article 15 of Decree 81/2021/ND-CP:
Subjects exempt from tuition
...
- Students studying Marxism-Leninism and Ho Chi Minh Thought majors.
- Students, postgraduates, and doctoral candidates studying one of the majors in Leprosy, Tuberculosis, Mental Health, Forensic Medicine, Forensic Psychiatry, and Pathology at public medical workforce training institutions according to state-ordered plans.
- Students of very small ethnic minorities stipulated in Clause 1, Article 2 of Decree 57/2017/ND-CP dated May 09, 2017 of the Government of Vietnam on policies prioritizing enrollment and studying support for preschool children and students of very small ethnic minorities in economically difficult or particularly difficult areas as per current regulations of competent authorities.
- Learners belonging to programs or projects that are exempt from tuition as per Government of Vietnam regulations.
- Graduates of secondary school continuing to intermediate-level education.
- Learners at intermediate, college levels in fields that are hard to enroll but needed by society as per the list defined by the Ministry of Labor - Invalids and Social Affairs.
- Learners in specialized fields meeting requirements for economic-social development, national defense, and security as per the Vocational Education Law. Specialized fields determined by the Prime Minister of the Government of Vietnam.
Thus, based on the above regulations, in 2024, students studying the following majors will be exempt from tuition:
- Major in Marxism-Leninism and Ho Chi Minh Thought.
- Majors in Leprosy, Tuberculosis, Mental Health, Forensic Medicine, Forensic Psychiatry, and Pathology at public medical workforce training institutions according to state-ordered plans.
- Intermediate, college levels in fields hard to enroll but needed by society as per the list defined by the Ministry of Labor - Invalids and Social Affairs.
- Specialized fields meeting requirements for economic-social development, national defense, and security.
- Specialized fields determined by the Prime Minister of the Government of Vietnam.
When will students enroll in the 2024 school year in Vietnam?
Subclause 8, Clause 1 of Official Dispatch 1957/BGDDT-GDDH of 2024 guides enrollment confirmation as follows:
I. For candidates

- Enrollment confirmation:
- Candidates admitted under the direct admission category must confirm enrollment on the System from July 22, 2024, to 5:00 PM on July 31, 2024 (candidates who have confirmed enrollment will not be allowed to register for other preferences, except for those allowed by the head of the training institution not to enroll). If not confirming enrollment, candidates can continue to register other preferences on the System or the national public service portal for training institutions to consider. If accepted, candidates will confirm enrollment as per the common schedule;
- By 5:00 PM on August 27, 2024, all admitted candidates must complete online enrollment confirmation for the first round on the System.
9. From August 28, 2024, to December 2024, candidates who want to apply for additional admissions of training institutions must follow the procedures announced on the training institution's admission information portal (if the training institution conducts additional admissions). Candidates who are already admitted and confirmed enrollment cannot participate in additional admissions, except for those allowed by the head of the training institution not to enroll.

Thus, the enrollment period for 2024 is expected to start after August 27, 2024.
