On December 5, 2024, the Prime Minister of Vietnam issued Plan 140/BCDTKNQ18 regarding the orientation plan for the streamlining and reorganization of the organizational apparatus of the Government of Vietnam.
After the reorganization and merger, the organizational apparatus of the Government of Vietnam is projected to be reduced to 21 agencies (a decrease of 9 agencies), including 13 ministries, 4 ministerial-level agencies, and 4 Government agencies.
In particular, the reorganization and organizational apparatus of the Government agencies are anticipated to change, involving the 02 National Parent Universities to ensure efficiency and promote research and training tasks.
For the 2 National Parent Universities (Hanoi and Ho Chi Minh City), there is a proposal that the Ministry of Education and Training will manage these 02 National Parent Universities.

Which authority currently manages the 02 National Parent Universities in Vietnam?
Under Clause 3, Article 2 of Decree 186/2013/ND-CP regulating the position and function of National Parent Universities, the National Parent Universities are managed by:
- Ministry of Education and Training in terms of education and training
- Ministry of Science and Technology in terms of science and technology.
- Other ministries and central authorities.
- Provincial People's Committees where the National Parent University is located in the sectors assigned per the Government of Vietnam's regulations and under the law.
Can the National Parent University in Vietnam decide its enrollment methods?
Under Clause 1, Article 15 of the Regulations on the Organization and Operation of National Parent Universities and their member educational institutions issued with Decision 26/2014/QD-TTg concerning the enrollment:

What are the duties and powers of National Parent Universities in Vietnam?
Under Article 3 of Decree 186/2013/ND-CP regarding the duties and powers of National Parent Universities in Vietnam:
- Develop strategies, plans, and development plans for National Parent Universities.
- Organize training, scientific research, and international cooperation activities per legal regulations; train and foster scientific talents; transfer knowledge and provide high-quality human resources to serve socio-economic development and international integration.
- Manage, operate, use, and share common resources and facilities within the National University, ensuring organic, synchronized, and efficient operation; mobilize societal resources to build National Parent Universities into higher education institutions progressively meeting international and regional standards.
- Research and provide scientific bases to contribute to forming orientations, policies, strategies, and national socio-economic development plans; propose and implement national key scientific research programs per regulations.
- Implement information policies, report to the Prime Minister of Vietnam, Ministry of Education and Training, Ministry of Science and Technology, relevant ministries and central authorities as prescribed; undergo inspection and supervision by the Ministry of Education and Training, Ministry of Science and Technology, Government Inspectorate, related ministries and central authorities, and provincial People's Committees where the National University is located as prescribed.
- Enjoy high autonomy in activities related to training, scientific research, finance, international relations, and organizational structure following the Regulations on the Organization and Operation of National Parent Universities and their member institutions and have a special financial mechanism regulated by the Prime Minister of Vietnam.
- Pilot opening new fields, and specializations outside the approved list to meet social demands based on sufficient conditions per regulations; report to the Ministry of Education and Training for monitoring and verification.
- Approve coordinated training programs with foreign entities for bachelor's, master's, and doctoral degrees organized at National Parent Universities under legal regulations.
- Work directly with ministries, ministerial-level agencies, Government agencies, provincial, and centrally affiliated cities' People's Committees. When necessary, the Director of National Parent Universities reports to the Prime Minister of Vietnam on matters related to the activities and development of National Parent Universities.
- Perform other duties and powers as prescribed by law.
