When was the Green Summer Volunteer Campaign first launched?
The Green Summer Volunteer Campaign was officially first launched in 1997. It marks a transition from the Light of Summer Culture program — an initiative in 1994 by Doctor Nguyen Phu Binh, the former Secretary of the Ho Chi Minh Communist Youth Union at Ho Chi Minh City University of Education.
The Light of Summer Culture program in 1994 focused on literacy eradication in remote communes in Binh Chanh District, Ho Chi Minh City. During the first campaign, more than 700 students from 10 universities and colleges participated, providing valuable contributions to the community.
Recognizing the effectiveness and development potential of this activity, the Standing Committee of the Ho Chi Minh City Youth Union decided to upgrade and expand the program to become the Green Summer Volunteer Campaign in 1997.
Since then, the Green Summer Volunteer Campaign has not only been limited to literacy eradication activities but has also expanded to various other fields such as infrastructure construction, environmental protection, healthcare, and supporting socio-economic development in difficult localities.

What are the required traits for members of the Ho Chi Minh Communist Youth Union in Vietnam?
Under Article 1 of the Charter of the Ho Chi Minh Communist Youth Union:
Article 1:
1. Members of the Ho Chi Minh Communist Youth Union are advanced Vietnamese youths striving for the goals and ideals of the Communist Party of Vietnam and President Ho Chi Minh, possessing a patriotic spirit and national resilience; leading a healthy, thrift, and honest lifestyle; actively exemplary in study, labor, social activities, and national defense, closely connected with youths; strictly complying with the law of the State and the Charter of the Ho Chi Minh Communist Youth Union.
2. Vietnamese youths aged 16 to 30, actively studying, working, and defending the nation, willing to learn about the Ho Chi Minh Communist Youth Union and agree to its Charter, voluntarily participating in a Youth Union grassroots organization, with a clear background, are considered for admission to the Ho Chi Minh Communist Youth Union.

Members of the Ho Chi Minh Communist Youth Union must possess the following traits:
- Be advanced Vietnamese youths striving for the goals and ideals of the Communist Party of Vietnam and President Ho Chi Minh
- Possess a patriotic spirit and national resilience;
- Lead a healthy, thrift, and honest lifestyle;
- Actively exemplary in study, labor, social activities, and national defense, closely connected with youths;
- Strictly comply with the law of the State and the Charter of the Ho Chi Minh Communist Youth Union.
What are the rights and duties of members of the Ho Chi Minh Communist Youth Union in Vietnam?
Under Article 2 of the Charter of the Ho Chi Minh Communist Youth Union, members of the Ho Chi Minh Communist Youth Union have the following duties:
- Continuously strive for the ideals of the Communist Party of Vietnam and Uncle Ho; actively study, work, train, participate in social activities, and build and defend the nation.
- Exemplarily comply with and mobilize youth to implement the Communist Party of Vietnam’s policies and laws of the State; participate in building and protecting the Communist Party of Vietnam, government, and people's organizations. Complying with the Charter of the Ho Chi Minh Communist Youth Union and the resolutions of the Union; actively propagating the Ho Chi Minh Communist Youth Union's organization to youth; attending Union activities and paying Union fees.
- Closely connect with youth, actively build the Vietnam Youth Union, the Vietnam Student Association, and other members of the Vietnam Youth Union, the Ho Chi Minh Young Pioneer Organization; assist youths and members to become Union members.
According to Article 3 of the Charter of the Ho Chi Minh Communist Youth Union, members of the Ho Chi Minh Communist Youth Union have the following rights:
- Request the Ho Chi Minh Communist Youth Union organization to represent, and protect their legitimate rights and interests, and be supported and facilitated for personal development.
- Apply, nominate, and elect leadership bodies at all levels of the Union.
- Be informed, discuss, question, criticize, vote, propose, and reserve their opinions on the Union’s work; participate in Union activities at their place of residence.
