What are standards for awarding the title of "Meritorious Teacher" in Vietnam?
Pursuant to Article 8 of Decree 35/2024/ND-CP, the title of "Meritorious Teacher" is awarded to individuals who are loyal to the Fatherland, adhere to the Communist Party's policies, comply with the laws of the State, and possess good moral qualities. These individuals must fall under the category specified in Clause 1, Article 2 of Decree 35/2024/ND-CP and meet the following standards:

Teaching Duration:- Teachers must have at least 15 years of direct teaching experience. For administrative staff at educational institutions, management officers at educational management agencies, and educational researchers, they must have at least 20 years of service in the industry, of which 10 years must be in direct teaching or caregiving roles.

Dedication and Reputation:- Show passion and dedication to the profession, treat learners with love, fairness, and respect for their personalities. Hold professional credibility and wide-reaching influence in the sector or provincial level, be a leading example, an exemplary teacher outstanding in innovative management, caregiving, and teaching. Possess abilities in advising, supporting colleagues in professional activities, and career development. Actively participate in social activities, contributing to community benefits and education and training causes. Respected by learners, colleagues, and the public.

Pedagogical Talent:- Teachers and management officers at various educational levels must meet specific standards such as authoring recognized initiatives, participating in compiling training materials for ministerial or provincial programs, or producing scientific reports for conferences. For example:- Preschool teachers and managers must have an effective initiative, participate in developing educational programs, or compile significant reports.- Teachers in general education, vocational training centers, or special schools must author effective initiatives or preside over provincial-level science and technology tasks.- College and university teachers, as well as education researchers, have similar requirements including authoring initiatives and scientific papers or supervising doctoral dissertations.

Contributions and Achievements:- Recognition based on specific achievements, such as earning titles like "Excellent Teacher," and being awarded certificates of merit or other state-level awards.

Leadership Roles:- Leaders and deputies in educational institutions must ensure their teams achieve the "Advanced Labor Collective" or "Outstanding Unit" designation, among other accolades, consecutively for three years leading up to the award consideration.
If the collective does not qualify for the "Advanced Labor Collective" or "Outstanding Unit," they may replace this requirement with national ministry or provincial-level emulation flags or merit certificates.

Timeframe for Awarding, Announcing, and Organizing the Ceremony
1. The titles of "People’s Teacher" and "Meritorious Teacher" are awarded and announced every 3 years during the celebration of Vietnamese Teachers' Day on November 20.
- Ministries, sectors, provinces, and national universities organize the Award Ceremony for "People’s Teacher" and "Meritorious Teacher" titles under their jurisdiction after being conferred by the President.
Thus, the awarding and announcing of the title of Meritorious Teacher occurs every 3 years during the Vietnamese Teachers' Day on November 20.
