Speech for the Opening Ceremony of the New Academic Year 2024 by a Lower Secondary School Teacher in Vietnam
According to Decision 2045/QD-BGDDT 2024, the Ministry of Education and Training has issued the plan for the 2024 - 2025 school year calendar applicable nationwide, which will kick off on September 5, 2024.
Thus, teachers should use the following template for the opening speech for the new school year 2024:

Summary of the duties of a lower secondary school teacher in Vietnam
Based on Article 3 of the regulations on working policies for secondary school teachers issued with Circular 28/2009/TT-BGDDT (amended by Clause 2 Article 1 Circular 15/2017/TT-BGDDT), the duties of a teacher are specified as follows:
Duties of a Teacher
The duties of a teacher are implemented according to the regulations of the primary school, secondary school, high school, and multi-level school charters; Regulation on the organization and operation of boarding schools for ethnic minorities, semi-boarding schools for ethnic minorities, specialized schools, and pre-university schools.
Article 4 of the regulations on working policies for general school teachers issued with Circular 28/2009/TT-BGDDT specifies the duties of a class homeroom teacher as follows:
(1) Understand and grasp the students in the class comprehensively to organize educational activities tailored to each student aiming to promote the progress of each student and the entire class;
(2) Coordinate closely with the students' families, proactively cooperate with subject teachers, the Ho Chi Minh Communist Youth Union, the Ho Chi Minh Young Pioneer Organization, social organizations related to the teaching and education activities of the students under his/her charge;
(3) Comment, evaluate, classify students at the end of each term and school year, propose commendations and disciplinary actions for students, suggest lists of students who are to be promoted, to take re-exams, to practice more about behavior during summer vacation, to stay in the class, and complete the entries in the students' score sheets and report cards;
(4) Participate in guiding group activities, educational activities, and student training organized by the school;
(5) Report periodically or unexpectedly on the situation of the class to the Principal.
In light of the above regulations, the duties of a homeroom teacher are no longer stipulated in Circular 32/2020/TT-BGDDT. Circular 32/2020/TT-BGDDT only covers the general duties of lower secondary school teachers.
* Note: Homeroom teachers at lower secondary schools must also ensure the duties of a teacher as stipulated in Article 3 of the regulations on working policies for general school teachers issued with Circular 28/2009/TT-BGDDT (amended by Clause 2 Article 1 Circular 15/2017/TT-BGDDT).
Therefore, the current duties of a homeroom teacher are outlined in Article 4 of the regulations on working policies for general school teachers issued with Circular 28/2009/TT-BGDDT.
Working regime for lower secondary school teachers in the new school year in Vietnam
According to Clause 2 Article 5 of the regulations on working policies for general school teachers issued with Circular 28/2009/TT-BGDDT (supplemented by Clause 3 Article 1 Circular 15/2017/TT-BGDDT):
