According to the Appendix issued with Circular 10/2016/TT-BGDDT, regulations on some violations and the disciplinary actions for regular university students are as follows:

What are the procedures for disciplinary review of regular university students in Vietnam?
According to Article 10 of the Student Affairs Regulation for regular university programs issued with Circular 10/2016/TT-BGDDT, the procedures for disciplinary review of regular university students are as follows:
Step 1:
Students who violate must write a self-examination report and propose a disciplinary action. If the student fails to comply, the Student Reward and Disciplinary Council will still meet to handle based on the collected evidence;
Step 2:
The class monitor organizes a meeting with the class, analyzes and proposes a disciplinary action to the faculty or unit responsible for student affairs;
Step 3:
The faculty or unit responsible for student affairs reviews and recommends to the Student Reward and Disciplinary Council of the university;
The Student Reward and Disciplinary Council organizes a meeting to review disciplinary actions, including: the members of the Council, a representative of the class with the violating student, and the violating student.
If the student has been invited but does not attend (without valid reasons), and does not have a self-examination report, the Council will still proceed and consider additional lack of organizational discipline.
The Council proposes a disciplinary action and requests the head of the university to issue a disciplinary decision in writing.
* Disciplinary review files for students:
- Self-examination report (if any);
- Minutes of the class meeting for the violating student’s examination;
- Minutes of the faculty or unit responsible for student affairs;
- Related documents.
What are cases of termination of disciplinary decisions for regular university students in Vietnam?
According to Article 11 of the Student Affairs Regulation for regular university programs issued with Circular 10/2016/TT-BGDDT, the termination of disciplinary decisions for regular university students is as follows:
- For reprimaded students: after 3 months from the date of the disciplinary decision, if the student does not reoffend or commit violations warranting disciplinary action, the disciplinary decision automatically terminates and the student enjoys the rights from the date the decision terminates.
- For warned students: after 6 months from the date of the disciplinary decision, if the student does not reoffend or commit violations warranting disciplinary action, the disciplinary decision automatically terminates and the student enjoys the rights from the date the decision terminates.
- In cases of temporary suspension: when the suspension period ends, the student must present a certificate from the local authority (commune, ward, commune-level town) of residence confirming good citizenship compliance; a certificate from the competent authority confirming the fulfillment of a suspended prison sentence to be considered for re-enrollment if eligible.
- The authority issuing the disciplinary decision must include a provision specifying the duration of the student's disciplinary execution, starting from the issuance of the disciplinary decision to the end of the disciplinary period as prescribed.
