What are the standardized educational qualifications of teachers in Vietnam?

Pursuant to Article 72 of the Education Law 2019, the standardized educational qualifications of teachers in Vietnam are regulated as follows:

- Teachers of preschool education teachers must possess at least a pedagogical college diploma;

- Teachers of primary education, lower secondary education and upper secondary education must possess at least a bachelor’s degree in pedagogy training.

In case a subject is yet to acquire enough teachers with bachelor’s degree in pedagogy training, teachers of this subject must possess a bachelor's degree of suitable specialization and a certificate of pedagogy training;

- Lecturers of higher education must possess a master’s degree; lecturers teaching or instructing master or doctor’s theses must possess a doctoral degree.

- Standardized educational qualifications of teachers working in institutions of vocational education shall follow regulations in the Law on Vocational education.

What is the Plan for implementing the roadmap to improve the standardized educational qualifications of teachers in Vietnam?

According to Article 8 of Decree 71/2020/ND-CP the Plan for implementing the roadmap to improve the standardized educational qualifications of teachers in Vietnam is as follows:

(1) Based on the orientation, objectives for building and developing the teaching workforce nationwide and locally, the demand for teachers, and targets set in Articles 4, 5, and 6 Decree 71/2020/ND-CP, the plan formulation is conducted as follows:

- Provincial People's Committees issue annual plans to implement the roadmap to improve the standardized educational qualifications of preschool, primary, and lower secondary school teachers;

- The Ministry of Education and Training issues a five-year plan for implementing the roadmap from 2020 to 2025 and 2026 to 2030.

(2) Plan formulation:

- The Ministry of Education and Training issues a five-year plan for the roadmap from 2020 to 2025 and 2026 to 2030, sending it to provincial People's Committees as a basis for their annual plan formulation;

- Annually, preschool and general education institutions develop plans and send them to the Department of Education and Training to summarize, advise, and issue plans for district-level People's Committees, then send to the Department of Education and Training, the Department of Education - Science and Technology of Bac Lieu (hereinafter referred to as the Department of Education and Training);

Provincial People's Committees issue annual plans advised and proposed by the Department of Education and Training based on the Ministry of Education and Training's plan and the district-level People's Committees' annual plans;

- Provincial People's Committees send plans to the Ministry of Education and Training for aggregation, monitoring, and directing implementation.

(3) The main content of the annual and five-year plans includes:

- Objectives, principles, methods of selecting teachers to participate in training;

- Determine the roadmap; number of preschool, primary, and lower secondary school teachers to be trained up to the standard each year and over the entire roadmap;

- Responsibilities of agencies, units, and individuals in implementing the plan.

(4) The five-year roadmap implementation plan for the 2020 - 2025 period by the Ministry of Education and Training must be issued within 30 days from the effective date of Decree 71/2020/ND-CP.

The 2020 implementation plan by the provincial People's Committees must be issued within 60 days from the effective date of Decree 71/2020/ND-CP; plans for subsequent years must be issued before December 15 of the year preceding the implementation year.
