What are the qualification and professional competence standards of Grade III primary school teachers in Vietnam?

Under Article 3 of Circular 02/2021/TT-BGDDT as amended by Article 2 of Circular 08/2023/TT-BGDDT, the qualification and professional competence standards of Grade III primary school teachers in Vietnam are specified as follows:

(1) Qualifications:

- Have a bachelor's degree or higher in pedagogy training for primary school teachers.

- In cases where the subject lacks teachers with a bachelor's degree in pedagogy training, they must have a relevant bachelor's degree and a retraining certificate of pedagogical skills for primary school teachers according to a program issued by the Minister of Education and Training;

- Possess a training certificate according to professional title standards for primary school teachers.

(2) Professional competence:

- Grasp the guidelines, policies, and laws of the Communist Party of Vietnam, State, regulations and requirements of the sector and locality regarding primary education and perform assigned tasks;

- Ensure quality teaching and education according to the school's education program and educational plan;

- Apply knowledge of education and developmental psychology into the practical education of students;

- Capable of applying teaching methods and developing students' qualities and competencies;

- Able to cooperate with colleagues, parents, and the community to enhance educational effectiveness for students;

- Constantly engage in self-learning and professional development to enhance personal competence; apply scientific research in pedagogical applications to teaching and education; guide students in creating educational tools;

- Capable of applying information technology in professional activities; able to use foreign languages or ethnic minority languages as required by the job position.

What are the policies for primary school teachers in Vietnam?

According to Article 77 of the Education Law 2019, primary school teachers in Vietnam enjoy the following policies:

- The State shall elaborate policies of recruitment, employment, benefits, guaranteeing material and mental needs of teachers so as to enable them to fulfill their roles and duties.

- Teachers working at specialized schools, schools for gifted students, boarding general education schools or day schools for ethnic minorities, pre-university schools, schools or classes for disabled and handicapped persons, reformatory schools or other special schools, teachers of inclusive education shall receive allowances and other preferential policies.

- The State shall issue incentive and preferential policies on allowances and other policies for teachers working in areas with exceptional socio-economic difficulties.

- The Government of Vietnam shall provide for policies for primary school teachers.
