Shall Vietnam prioritize selecting undergraduate and college graduates for conscription in 2025?

On October 31, 2024, the Ministry of National Defense of Vietnam issued Guidance 4705/HD-BQP on the selection and conscription of citizens for enlistment in 2025. According to this Guidance 4705/HD-BQP, the regulations are as follows:

c) Properly implement the registration of military service and managing citizens within the age of performing military service; enhance the quality of selecting and recommending male citizens within the age of military service for preliminary military service selection to ensure democracy, fairness, and transparency; organize the review of citizens who are temporarily exempted from call for conscription and those who are particularly exempted, ensuring strictness, accuracy, leaving no outflow or omission of citizens subject to conscription (pay attention to health standards for selection and conscription 2025 following the regulations at point a, clause 1, Article 4 of Circular No. 105/2023/TT-BQP dated December 06, 2023, by the Minister of National Defense; the eye health standards follow point c, clause 3, Article 4 of Circular No. 148/2016/TT-BQP dated October 04, 2018, by the Minister of National Defense). Direct public posting at the People's Committee headquarters at the commune level and announcement to each village according to conformable contents. Focus on selecting citizens who have graduated from universities and colleges with disciplines suitable for arrangement and use selection needs of a high-quality source of conscripts meeting the requirements of building the Army in the new situation; select offspring of minority ethnic groups (under 10,000 people) to create a local-level cadre source; ensure that all communes, wards, and commune-level towns have citizens enlisted; prioritize the allocation of conscription quotas appropriate to each locality linked with the mobilization areas of the units down to the district level. Implement recruitment "in full stages" with the motto "recruit the right person thoroughly"; minimize replacements and returns after military handover. Coordinate, facilitate the units granted targets to choose female citizens for conscription to perform conformable actions.

Thus, in the selection and conscription of citizens for enlistment in 2025, Vietnam will ​prioritize selecting citizens who have graduated from universities and colleges with disciplines suitable for arrangement and use selection needs of a high-quality source of conscripts meeting the requirements of building the Army in the new situation.

Can students in Vietnam reserve learning results for conscription?

Under clause 2, Article 15 of the regulation on undergraduate education issued together with Circular 08/2021/TT-BGDDT, the temporary leave is regulated as follows:

2. Duration of temporary leave for personal reason shall be counted towards the full-time study time provided for in Clause 5 Article 2 of this Regulation.

Clause 5, Article 2 of the regulation on undergraduate education issued together with Circular 08/2021/TT-BGDDT stipulates the training programs and study duration as follows:

5. Maximum time limit for students to complete a course shall be stipulated in the training institution regulation but shall not be longer than twice the study duration according to the standard learning plan for the whole course for each mode of study. For students who take bridge programs and whose accumulated credits have been accounted for, maximum time limit for them to complete a course shall be determined by deducting the amount of study time corresponding to the completed academic load from the study duration according to the standard learning plan of the whole course.

Additionally, according to Article 21 of the Military Service Law 2015, the serving term in peacetime for non-commissioned officers and soldiers is 24 months.

The Minister of National Defense may give decision on extension of duration of service in regular armed force of non-commissioned officers/enlisted soldiers in the following cases (the extension shall not exceed 6 months):

- To ensure the readiness for combat;

- During the prevention and fighting against natural disasters/epidemics and the rescue activities.

Thus, those performing military service will serve from 24 to 30 months, only extending up to 30 months in cases of extended serving terms mentioned above, except in the event of war or defense emergencies, which will follow general or localized mobilization orders.

The temporary leave period for students should not exceed 02 times the standard learning plan of the whole course. The duration of undergraduate programs averages from 03 to 05 years, so the maximum temporary leave period is 02 years.

From such regulations, students in Vietnam may reserve learning results for conscription if the Minister of National Defense does not decide to extend the in-service term.

What are the required documents for reserve learning results by students in Vietnam?

The legal framework does not specify the required documents for reserve learning results by students, they shall be decided by universities.

Typically, students wishing to reserve learning results should prepare the following documents:

– Application for a temporary study leave;

– Tuition fee receipt or confirmation of fulfilled financial obligations during school attendance;

– Documents proving the reason for leave, such as hospital certificates, military enlistment orders...
